Edit: I can just replace the cylinder with this kit. https://www.amazon.com/Strattec-Ignition-Cylinder-Ford-707592/dp/B004JY6AVQ I may just do that after the quick fix and try my hand at rekeying a lock.
Do you suppose it could be the switch assembly behind the ignition switch and cylinder?
I'm not the biggest car person, but I can't really see anything that relates the instrument cluster malfunctioning and the cylinder. But I have seen some notes of the switch assembly http://www.amazon.com/dp/B000C9SA60 causing the cluster to not function AND causing security light issues
