You can't hear the pump run at all?
According to the factory service manual, the front washer fluid pump is powered through a 10A fuse, which is fuse #47 in the engine compartment/under-hood fuse box located near the passenger headlight. Check this first. If blown, replace with 10A fuse and try again.
The pump is located in the bottom side of the washer fluid reservoir which is itself located in the front passenger corner of the engine compartment, ahead of the passenger side wheel and tucked in behind the plastic inner fender. You may be able to access the pump without having to completely remove the plastic fender protector in the wheel well, but loosening the front part of it might be necessary.
A replacement pump from AutoZone or Advance does not come with the right connector for your car and would require some wire connections, best avoided if you can help it. The actual OEM part has the correct connector. The Nissan part number seems to be 289203Z000, and you can find the pump on eBay and Amazon. A Nissan dealer should carry it as well.
Addendum:
If you want to be certain the problem is the pump, you can unplug the electrical connector at the pump and probe using a multimeter between the Red/White wire and any suitable ground (metal part of frame or body). Battery voltage (12V) should be present on the Red/White wire whenever the ignition switch is turned on, regardless of whether or not the engine is running. Next, probe both terminals of the lead connector with the multimeter and activate the wiper/washer switch in the car, here 12V should be present whenever the washer fluid pump is supposed to be running.
This ought to do you a lot better than the heated windshield. I had the heated windscreen in my outback and it just keeps the base warm, but its not worlds different than without it. I was looking at this tho, which seems like a way better system for de-icing the whole thing

Yep. Fairly easy to install in any car http://www.amazon.com/AlphaTherm-AT-38OD-Windshield-Washer-Heater/dp/B0034GW1WW
The pump cracking is very common in the e9x. My 09 e92 M3 pump failed awhile back. Replacement took about 30 minutes. Jack the right front. Wheel off. Fender liner partially out. Swap pump. Reinstall. Done.
Save yourself some money and buy a pump like this one. Double check the cross reference part number on realoem for your car.

That's because your car doesn't spray heated Type I.
