High chance your speakers are blown. Dodge speakers only last about 10 years before the foam surrounds dry out and start to fall apart, leaving you with a cone that rattles around whenever there's bass.
Your truck has 6.75" speakers front and rear with a triangle mount (3 screws). Most aftermarket speakers are 6.5" with 4-screw mounting. Some speakers come with the adapters, but if they don't, you can always get a set from Metra. They're not strictly needed, you can just make your own holes, but it makes life easier.
You can pick up 4x Pioneer A-series speakers for about $87 shipped right now on Amazon.. They're pretty decent in terms of sound quality, excellent build quality, and will work great with just radio power. I guarantee it will sound a whole ton better than what you have now, and will likely last longer than the truck does.
If you are looking for good quality used radios keep in mind that at 20 - 30 years of age components like capacitors will begin to fail, even if the radio was never used. Still, if you try the radio and it still works, then it still works.

If you want to spend $200 go for the Sangean ATS-909X. It's my portable daily driver. Worth every dollar and more. Most of the classic Realistic shortwave portables were actually rebranded Sangean radios. So, if you are looking for an old Realistic portable look for the original Sangean models as well.

At near the US $100 mark it is hard to beat these Eton Satellits for portable shortwave with SSB, FM with RDS and air band. For MW, not so much. These radios are a little smaller and much lighter than the 909X. Available in two cosmetic flavors but both radios are identical. I have been very happy with my Eton Grundig Edition Satellit.

Although I don't own either of these radios they are well-regarded by radio reviewers that I respect. These are the best $50 portables. No SSB at this price point, but will handle a short reel-up external antenna well for shortwave. Both are pretty darned small.

Chronograph is just a fancy term for stopwatch, but otherwise minimalist is pretty easy to work around. No shame in being a noob, we all were at one point.
On the pricier side, the Seiko Alpinist is a fairly minimalist. Rotating compass on the inside, brown leather strap, green background. Automatic movement with 60-hour reserve.
Slightly less pricey is the Seiko Prospex SRPA21, or the "Pepsi" diver. Diver watch, pretty good entry watch, also an Automatic movement as well.
In the 100-250 range, you could look at any Citizen Eco-Drive watch as well. There's too many variations to list out, but my favorite would be this stainless steel CA0621-05L. Chronograph feature, eco-drive is a quartz solar-powered movement unique to citizen, but other companies do solar powered quartz as well (namely Seiko with the Solar line).

But, this is without SSB.
SSB, especially 40 and 80 metres, are the frequencies that will be used by emergency radio groups for localized communications during disasters - so, receiving SSB will be a useful addition. Eton are a bit more expensive but the quality is pretty good; never had a Kaito radio; but, the one you linked too looks like it has the too-good-to-be-true price for all the features it is claiming.

But, without SSB. I don't use it very much though, for I now have an ft-817 - it receives and transmits though, is not cheap; but this is my camping radio.
Be hard to find a radio with those power supply requirements. I like 18650's too.
It may be prudent to make up your own power supply system; e.g., get some of these http://www.batteryspace.com/Li-Ion-18650-Battery-Holders-with-/-without-PCB.aspx and a solar panel. This would likely be better quality than the gimmicky panels added to cheap 'prepper' radios; plus, you would then be able to use that power for other things - for phone, lights, etc., as well as charge up a larger supply of batteries.
I find the sync to be mixed from game to game. Some times it is perfect, I prefer when the radio is a tad behind. A few pause/play adjustments on the DVR and I can usually get them to sync. From my experience the game is usually behind on the radio more times than ahead of the action - sometimes it gets better after a few minutes. If it is ahead you need a dvr like device on your radio. I am hoping like you someone has a cheap solution for these times. Maybe something like this to record and pause the radio feed:

as for radios with navigation built in. they start around $550 and some will have the ability to do apple carplay or android auto. as for satellite radio, most do not come with it BUT they have the ability to have it added easily. usually a $35 to $50 tuner which can be connected to most aftermarket stereos. then you just transfer account to new sirius tuner ID and you are good to go.

And then obviously pick a head unit. We've had good luck with the Kenwood DNX695S, which has navigation, wired android auto, apple car play, and plays DVDs. It looks like a lot of parts but the only wire connecting you'll need to do is with the various harnesses listed above, and there's good documentation on what goes where. Once you get your harness all connected up, everything just plugs right into your existing Toyota harnesses.
I have two FJs, both with upgraded audio. The Kenwood Excelon DNX695S is my favorite head unit of the two, the other is a Kenwood Excelon DNX892. The DNX659S is quite a bit cheaper, has a great layout, no mechanical door hiding the CD/DVD player, and still has the OBDII connection to monitor engine stuff, which is cool. also two inputs for front and rear cameras.
Keep in mind you will need a few additional components to fully integrate, they aren't 100% needed, but make it better: Maestro ADS-MRR to use your steering wheel controls, SiriusXM SXV300v1 if you want Satellite Radio, and a plastic trim piece to complete the bezel around the new radio.
I have a Wicked CAS Stage 2 speaker and subwoofer system in one, and stock speakers in the other. Both sound great with the new head units, but the Wicked system with the dual subwoofers is really nice. I don't have a sub in the second FJ, and miss it after driving the first.

As long as I can get the "Xtra Channels", that woudl be great. My current XM tuner (it's one of the Kenwood KCA-XM100V units, which you slip a "XM mini tuner" inside) doesn't. I was told you needed to get the "SiriusXM" branded ones.

So I just read through the rebate form and it seems you would not be eligible for the rebate because you're an existing customer. It uses the wording "new customers" several times but then also specifically says "Offer not valid on pre-owned radios, or on radios or tuners that replace an existing radio or tuner on an account. "
So you can either buy the tuner outright for $35 or you can buy your new stereo in a bundle with it. You'll have to do the math and see which is cheaper for whatever stereo you end up picking out. Again, budget? Features?

From what I read the OEM HDRadio antenna works, the nav works off the included antenna, and the XM Radio you have to buy a tuner accessory.
