Long ago I used a wacom graphire digitizer, and I loved the shape of the pen and various buttons.
I was able to find a similar stylus that does work with the SP2. It has an eraser, and a dual button rocker switch. Lots of SP1 users recommended this stylus online.
I also found replacement nibs of various materials for it. Unfortunately the grips aren't compatible, but the nibs all fit and provide different feel. (Nibs are not compatible with the SP2 default pen.) I'm really happy with how it feels in my hand although I'm still working out the calibration issues. (Issues are operator issues, not hardware issues as far as I can tell.)
I also applied a matte screen protector that together with the pen feels like drawing on paper.

Not an artist, but I work with both designers and computers on a daily basis. Computers are a tricky thing to recommend (especially in regards to specs) because it all comes down what they personally do with it and what they enjoy.
That being said, for this sort of thing you would be correct, go with a Mac. More specifically, I would recommend a Macbook Pro. Mac's are, of course, a bit pricey but if you do some savvy shopping you can get a refurbished or used one for cheaper.
Software, you really can't beat the Adobe collection. Photoshop and Illustrator being the main ones. I believe Adobe offers a subscription based model for people that don't want to buy the full version outright.
Beyond that, you could look into a drawing tablet, like a Wacom Bamboo Pad. I have an old one myself, but I haven't done much with it/don't know much about that area in general.
The best are the JellyComb and the Apple Magic trackpad. Software/driver support is less than ideal and it won't be the same experience you get with the built-in Surface touchpad, but these are far better than the no-name brands.

I work in IT, so get old hardware from work... so I have a Dell OptiPlex 990 Small Form Factor PC in my shop currently. I've had a few different ones over the years. Don't have much for dust collection, just a shop vac, but they survive just fine for the most part. I'll occasionally open it up and blow it out with my air compressor.
Never had any issues with the keyboard, been using the same one for years. The mouse on the other hand was always the bane of my existence... I was using optical laser mice and the things would crap out every few months... start double clicking, or tracking weird, or not clicking at all... etc.
One day I was on youtube and saw a video and a guy had one of these trackpads, no moving parts for dust to get into. I bought one about a year ago and it's been running like a champ ever since.

Would something like a trackpad or trackball be better for your requirements? This is a dell trackpad for $21, you could throw in the extra cash for a Gel pad for your wrist to rest on when you are not using it.

I just did a clean Windows 10 install with that n10gx25w driver. Everything worked great again for like 5 minutes until Windows started updating drivers and 1 restart later it broke the scrolling and another restart broke all 3 buttons.

My thumb was in real pain. It is not obvious but constantly moving ball with thumb is tedious.

The coolness is it has software that caches your pen strokes (with pressure levels) so you can roll back strokes in a sketch.
The flies in the ointment are the mini ballpoint refills - no price given; the batteries involved (removable in the pen, but not so clear on the clip on unit); clip to a rigid surface; and 200 FRIGGIN DOLLARS.

It looks like an Apple Magic TrackPad to me. And the keyboard itself is rather reminiscent of an Apple keyboard.

While it is an unfortunate situation, there is no excuse for him to cheat if, as yourself said, he does not care about getting better. If it is a solution you want, playing on a trackpad or using a stylus should help out.
Sounds like someone who never used an XPS 15, I wouldn’t put them in the same league as a MacBook Pro, touchpad is just god awful, almost everyone requests an additional mouse when we deploy them, and I think that’s just defeating the point of a laptop. Why buy an expensive as fuck laptop when the main way you interact with it is so shit.
MacBook touch pads are so good Apple literally sells them as an accessory for desktop users. I wouldn’t want to use a Windows laptop exclusively unless I had a mouse and a good place to use it, while I don’t think anyone would have a problem working on a 15inch MacBook indefinitely anywhere.
I used to be “look how much cheaper windows laptops are for better specs”, until I realized how much better it is to use a MacBook in real day to day use. They’re expensive because they are the superior experience, the best Windows laptop I’ve ever used is a MacBook running boot camp. After MS released 1903 and fucked up scaling I cannot recommend an XPS to anybody unless they get the 1080p version.

Logitech has this mouse pad that does not even need a mouse. It's wireless so it's ahead of it's time. But if you want you can keep it connected.

Absolutely. I just bought this one for my daughter, and it seems to be the biggest bang for the buck I've found. It's a refurb, but I couldn't tell based on the one I got. it's also $10 less on that link that I bought it at.

Honestly, I think it depends. Many Synaptics trackpads, as well as other manufacturers, on laptops offer a multi-finger scroll and pinch to zoom, thought the software tends to handle the input quite slowly/jumpily. There is a Logitech TrackPad that is said to offer the same functionality, but it wasn't very good when I had the Mac version.

What amazon reviews are you talking about? Most of the reviews from the logitech t650 amazon listing that mentions using it with a chromebox doesnt't have any negative comments.
And all the trackpad gestures work fine on my chromebox and chromebook. Swipe page back/forward, swipe to change tabs, and swipe to show all open windows.

Edit: in all serious a bluetooth trackpad would make little to no sound.

Too bad I wasted those 60+ EUR on the Apple thing though.
Do this and there's a Startup command that I run to boot directly to Desktop. Windows 8.1 is supposed to resolve some of these issues. Being in the Tech industry I needed to learn Windows 8. It's alright, but no major complaints.
Edit: Also having one of these helps the lack of Touchscreen when having to use the Metro interface.
