Find a good ear cleaner that you like. I know people that make their own, but personally I like this brand, and it leaves a clean smell.
To help with the possible paw yeast I like Burt's Bees Hot Spot Shampoo. I know it seems really specific, but it's so soothing for my dog when he had a hot spot it had him stop itching almost instantaneously after the bath, and it's an odor neutralizer so no wet dog smell.
Take her to a professional groomer and they can pluck her inner ear hair and shave down the inside of her ear, I have it done with my dog. You might be able to have your groomer teach you how to use a Hemostat which is how they pluck inner ear hairs. Personally I leave that up to them to do.
Important note: only do one ear at a time and wash you hands with warm water and a decent soap before doing the next ear to avoid spreading any bacteria.
I've always used a product called EpiOtic by Virbac (https://www.amazon.com/Virbac-Epi-Otic-16-fl-oz/dp/B00E8GJVBG) and cotton balls. If your dog doesn't like her ears being touched then soak the cotton ball with EpiOtic and gently squeeze the fluid into her ear. It's less traumatic than having it squeezed directly from the bottle. Let the ears soak for a bit and give the ear a good massage. Their ear pockets are pretty deep so make sure you massage the cartilage part to get all the junk out (if it makes gross squelching noises then it's working). I then use a cotton ball thats got a little EpiOtic on it to clean the visible parts of the ear. Once all the visible goop is gone, clean it out with a dry cottonball. I repeat for the other ear and do this once a week if the dog suffers from goopy ears (this avoids it escalating to bacterial infections). Be prepared for a big head flap once you stop massaging the ear and all that gross stuff being spread over you and wherever you are (don't wear your sunday best)! Lol
It varies from weim to weim in my experience. I've had plenty Weims and probably close to 50% needed regular ear cleaning. Some loved it, but others REALLY hated it, so I use cheese or other high value treats to get them to submit. If your pooch doesn't like it, then start off slowly and make a big fuss with love and treats. Since she's so young and less than 16 weeks this is the critical time to get her used to you fiddling with her ears...just make sure it's a fun and rewarding experience for her.

I know you are saying money is tight. but I really recommend buying a bottle of ear cleaner like this or similar. I have a lab with floppy ears and they get gunked up every once and a while. If I notice her shaking her head a bunch I put a drop or 3 in her ears and massage them for a bit. You can also take a cotton ball and gently stick it down in her ear and swab out any wax/gunk. If you leave it to long the gunk becomes a nice breeding ground for yeast and you'll need to get prescription drops from the vet. So in the long run the $15 for the cleaner is a lot cheaper than the vet visit and prescription drops.
Poor pup! I have not dealt with this particular issue but my dog has atopic allergies which result in all sorts of weird skin irritations. I just got my first ferret not too long ago.
We use this solution for the dog, cat, and ferret and it works great.
As for litter, I’m very happy with the crushed walnut cat litter I’ve been using. I think it’s by Naturally Fresh. It really keeps odors down and clumps nicely. My only problem with it is that my ferret likes to dig in it.
When I adopted my cocker spaniel she had already gone deaf from frequent, untreated ear infections. We went to the vet probably 4-5 times in the first 3 months due to recurring ear infections. My vet recommend this PhytoVet ear cleanser and it has seriously worked wonders. It’s been 9+ months since my pup has had an ear infection. I use this 1-2x a week (especially after baths). A bit expensive but pays for itself considering the cost of a visit to the vet + antibiotics for an ear infection is twice the price of a huge bottle. Actually, I can. I was a veterinary assistant and can tell you the beagle is trying to clean the boxers ears. This could be because the boxer really needs an ear cleaning (especially if it's one ear more than the other), and if so the saliva can actually cause an even worse infection than the beagle already smells.. OR the beagle is showing it's submissiveness. Either way saliva is bad for this dog's inner and they need to be cleaned every 2 weeks to counteract the saliva. Just please don't use the rubbing alcohol+ water mix lots of people say to use, that definitely causes some problems. This one is the best, in my opinion. No fragrance, not a medication, and you can just squirt it on a couple of q-tips and wiggle it around in the ear to see if there's anything in there. A little is fine, but lots of gunk= vet visit asap for deep cleaning so the infection doesn't spread to the brain.
