If you have a microcenter in your area you can get a free mobo with processor purchase most months, depending on sales. Since I buy computer parts frequently here's a build I would make at $400:

8core processor/mobo bundle: $120

This gpu should be twice as fast: $110

Here's a faster, twice as large HDD: $55

Mine runs extremely well. No it is not USB powered. This is a full sized external drive. It supports 3d movies just fine, and it hasn't had issues keeping up at all.

It is one of these guys... not sure where to get one these days, got it a few years ago.

That is the one I use and makemkv. Makemkv is currently in beta and each month they have a beta key that unlocks the blu ray function. It makes an exact copy of the disk that you can feed in to handbrake if you want.

You need a UHD drive to play 4K movies. Luckily Pioneer makes a model. Also, playing 4K is a headache on PC so be prepared to rip and use MakeMKV. Not a big deal, but not plug and play. I see the other guy recommending that you ditch the optical drive but I imagine that you wanted to watch movies/shows with it. Don't let that 4K monitor go to waste streaming 1080p entertainment. I'm going to buy a BD drive for my 1080p monitor.

This one was tricky. All the disks ripped to a single file using MakeMKV, side from disk 4. There were many files and I did not want use trial and error. I used DVD Decrypter.

Syncing everything is a bad idea. Real backups to a cloud and external drives that you rotate off-site are good first steps. When Malware strikes, you want unconnected / airgapped / offline backups. When Nature or fire strikes, you want off-site backups.

You can make your photos blast far longer - literally hundreds of years - by burning to M-Disc 100gb (or 25gb) stone optical discs. Regular Blu Ray players can read them.

You avoid the roadblock of an expensive tape drive now and finding one in 30 years when your son will appreciate those baby photos!

I don't want to bother ripping, for me it would be more effort than picking up a disk. Plus if you are going to rip Blu Rays, you can just use a DVD drive. I'd rather just insert the DVD each time and get the full quality audio/video/menu if I'm paying Blu Ray prices

You are correct, 100% not an HDMI capture. But, there have been 5 UHD discs released so far
