These are things that when first moving into student housing I wish I had brought with me. I'm in an apt now and have these things(Sans earplugs. Where did they go?) but it's still on uni property and still chock full of students.
Ear plugs... If one more idiotic person sets off the fire alarm I am going to have to hurt someone, preferably them. This happens every start of the semester. Also helpful if you have a loud roommate or one who has loud sex.
Closet organizers plus an under the bed organizer. It really helps keep the room clean and organized. Target is great for this; just get the plastic ones. You don't need anything fancy.
cordless sweeper This is awesome for keeping your space clean without having to have a bulky vacuum. Just got one and it makes me happy.
First aid kit.
If it’s wall-to-wall carpet and you’re confident that your vacuum is working properly and it’s just not picking up all the hair you could try getting one of these groomers to rake over it and help loosen up more hair before vacuuming. If it’s an extreme case and you’re willing to hire a carpet cleaner find a company that has a CRB tool . They are fairly new to the industry but man I’m telling you they remove more pet hair than you could believe.
If it’s an area rug which I’m thinking it may be from the wording of your post you might have a rug that just holds the hair like Velcro. In these cases even my CRB can’t always loosen it all up. Usually what I’ll do is mist it down with very little water and then rub over it in a circular motion with my shoes (yes very professional but the only thing that works). Of course you would have to let it dry before you use your vacuum on it again.
If dog dander odor is an issue then you certainly want to have it professionally cleaned with a deodorizer as removing hair will only help with the odor so much.
I have one of these

It is pretty quiet. It doesnt have suction but a roller to pick up stuff. So it wont deep clean carpets but a quick pick up it is nice until you can use the big vac. My son has sensory issues too and he loves to use it.
My Dyson DC40 is my favourite 'proper' hoover Electrical. But I also love this as it's lightweight and I can just use it wherever without thinking about cords. It picks stuff up easy and is quick to empty. Since I can't carry the Dyson around we keep that upstairs where the carpets are and I have the sweeper downstairs so I can use it there :)
I don't know about you, but a carpet sweeper like this is all you need. It's cost effective, not electronic, quiet and if it breaks, it's because you're man-handling it too much.
A sweeper to help keep her room clean. Students like using it.

Get something like this. It picks up most of the hay. When getting the hay in corners, only use the vacuum hose, the hay will pass through more easily.

I used this carpet rake.
Light, easy to maneuver, didn't chew up the wood. Normal length handle that you might be willing to extend a bit.
Recommend: carpet rake

Something like this that you can just run back and forth and pick up all the junk that ends up on the floor under tables. Basically a quiet vacuum minus the vacuum. When I waited we used these during service and then would run a regular electric vacuum cleaner back over everything at the end of the night when closing the section.
i would probably go home with a sebo K3 if i were in your shoes (or can go big with a D4). Sebo's quick fieldstrip head will come in handy in removing the medium/long hair, washing/disinfecting, and i dont think there's anything else like it in that regard. a new roll costs like $25 if you happen to kill it. Not sure if it comes with parquet or kombi head also but they work good with front brush removed. Sebo bags are cheaper than miele i think, but 2/3 the size unless you shell out the $$$ for a D4 which is more comparable to a miele C3. Smaller bag capacity could be a good thing. How long do you really want crap to ferment in the vacuum anyway?

The Miele C3 costs more but has bigger bag comparable to sebo D4. the SEB236/228 powerheads basically dont fieldstrip at all, but it has a slot in the brushroll for scissors. I would probably pick a C2 or C3 for a house with no pets.

Both choice are totl for filtration. Spend the savings on bags. Change often if it smells. Buy bag tablets.

On second thought, maybe a vacuum cleaner is the wrong tool for massive amounts of fur. You wouldn't use pliars to remove a lug nut.. but you could. Long hair and spinning brushes don't seem like they should go together. Maybe the suction can be used in conjunction with a specialized tool?

I have been using this carpet sweeper for the past couple months. It works really well for fur, hay, and poop. You'll have to clean out the brushes once a month and empty the compartments once a day but otherwise it's been magical! Picks up everything!
If you wanna clean your carpet up, and not make noise because you will wake your roommates(parents), or neighbors try this.
My only interesting choice so far has been a carpet sweeper in lieu of a vacuum.
Some of you may be interested in a carpet rake.
How about something like this https://www.amazon.com/dp/B00K316IB6/ref=psdc_510094_t3_B002CMXI9Y

It either comes from the pattern the use the extractor tool in, or (for longer carpets) from a carpet rake they use afterwards so that the wet carpet fibers don't get matted. Either way, the pattern comes from pulling the tool straight back towards you and then pushing it forward at an angle so you can start the next pass beside the previous one.
Hey OP,
I was sick of cutting the hair out of my vacuum on a weekly basis and ended up buying a carpet hair rake similar to this.
I would highly recommend it for your sanity, giving the carpet a pass over with this produced enormous fist sized balls of hair and meant the vacuum wouldn't jam up for several weeks at a time.
Try a carpet rake. Something like this.
I'd say either that or a high pressure hose setting...
Are you aware of carpet rakes?
Get yourself one of these...saves wear and tear on vacuums.
