You'll need to use a paint roller, a textured roller cover, some joint compound, one piece of sandpaper, and your paint. Prime the area to be joint compounded and painted, because it's probably a plastic textured covering, with this. https://hdsupplysolutions.com/wcsstore/ThdsMroUs/product/fm/large/09/098800_L.jpg After spreading compound on the wall and rolling over it with the textured cover, your results must dry over night, after which you can sand it down a little bit with 100 grit sandpaper, enough for it to match the textured surrounding area.

I'd second the low-nap roller. If the garage door has a texture to it (e.g. fake woodgrain) then maybe stick to 3/8".

If you can track down a mohair roller they're really good for smooth surfaces.

A pro would spray. But sprayers are expensive and they have a learning curve that people tend to underestimate.
