This should be it.

The part numbers for the Walbro carburetor (which is what that one looks it is to me) are 799728, 499158, or 698171. Hope that helps!

I have a decent idea for a the swan. You could use a cheap pink flamingo lawn ornament as the structure of the swan, then you just need to attach the tin foil to it, somehow.

For example, one of the swans from this set of two, for 12 bucks on Amazon is pretty much the exact shape you want. Compare with this sceen. And as abonus, it will keep it's shape more reliably.

Also, will you take pics to show us the finished product?

I guess there must be some kind of blockage in there, but for the life of me I can't find it. I can't get the engine running at all at this point, aside from some brief sputtering sometimes. I haven't been spraying in carb spray, just "Starting fluid", though maybe they're similar?

Do you think it's worth buying a new carbeurator? This is a replacement part (https://www.amazon.com/Zeaauto-Lawnmower-Carburetor-Stratton-799866/dp/B0157T94R8/ref=sr_1_3?s=lawn-garden&ie=UTF8&qid=1496242350&sr=1-3&keywords=briggs+and+stratton+799866)

Something more like this. What you have is just an ignition coil.

\^ This. The EPA says you can't adjust the carb more then 1/4 turn. Amazon says eff that. There may be some small plastic caps you have to remove first to actually turn the adjustment screws.

Before you go too crazy though, remove the muffler and you should be able to shine a light in and get a look at the cylinder walls. Make sure they aren't scored before wasting any time.

I cannot find the SE model. Here is an SA for comparison. They look the same.

I used a medium-weight garage door spring to dampen the effects of the bag. I forget which weight spring, however. https://www.amazon.com/MTD-732-04280B-Spring-Extension/dp/B005UATFQA/ref=sr_1_1?ie=UTF8&qid=1469405181&sr=8-1&keywords=200+extension+spring

Its usually because of this. Plastic cam lobes and gears. Talk about built to fail.

I'm just going to throw this out there -- but they may not have even needed to hotwire anything. It used to be very common for construction equipment at a site to all be keyed the same. You did not want a multi-thousand-dollar-an-hour project to grind to a stop because someone dropped the keys to the crane in a hole -- and no one wanted to dig though 400 keys to find the right key for a given machine. In fact, at one point most manufactures defaulted to the same key for ALL of their equipment -- no matter who they sold it to. Some still do.

It was not really a problem because the work sites were secured -- and it would be hard to steal the big equipment anyway, especially if its too large to travel on a typical street, and requires special training to use.
