With a Shaker, a Strainer, (a Fine Strainer), (a Juicer), and a Jigger, you can make pretty much any shaken drink. If you want, you can look into a muddler as well. Even though shaken drinks are the majority, most of my favourites are still stirred drinks. If you want you can splurge on a mixing glass from one of the cocktail sites which are pretty but really expensive, or you can check IKEA. Their VARDAGEN or BENUNGE cups are pretty perfect for this (Link). He'll also need a cocktail spoon for stirring. Either buy one from the cocktail sites (Avoid those with the red tip), or find a neat pair of chopsticks. The chopsticks are untraditional, especially in the west, but are functionally as good or better as a spoon for most use cases.

Apart from gear to make cocktails, one thing which is always nice to get, is glasses for serving them in. I don't know if this applies to your dad, but some fancy stemmed glasses are always cool to get.

I bought my shaker and cocktail spoon from Homestia.com, and am happy with them; good quality, great price, and arrived in a fancy box. I absolutely LOVE to cook, I'm obsessed with food, and learning to cook, and I'm currently learning to bake. I mean, I did pretty much learn the basics when my parents were raising me at home, but I didn't go all out of my way to learn much more than that since I wasn't really that into sweets once I was out on my own. Now that I'm all grown up, my first husband and I made really good money so if we wanted dessert we just bought it, but my family now, my second husband and children, we are a lot more on the poverty level, so I'm learning to REALLY bake. And I LOVE it!!! It's actually a lot of fun!! I'm currently knee deep in a ton of fruit, and trying to figure out how to bake it all into something delicious!! Anyway, I have tons of baking stuff and food items on my list, but one thing on my list I super need are measuring cups and spoons! But as someone who has been bitten by the cocktail bug in the last few years, here's my humble advice. Pick one or two drinks you want to learn to make. Don't go crazy buying a huge number of liqours to start. Buy good quality ingredients for your two, and start making and tweeking them. This time a little too much lime juice, next time a little too little, until you dial in what it is you like. Things like fresh lemon juice, versus the stuff in a plastic yellow lemon bottle really make a difference. You don't have to go top shelf on liqour, but stay out of the low-end stuff. And it really is important to actually measure every single ingredient. This is the best cocktail making purchase I've made!
The glassware doesn't have to be perfect - yes, you can make it in a coffee cup - but it is kinda' nice. Don't spend money on fancy glassware to start. Hit your local thrift store and pick up some cheap, but correct-for-the-drink glasses, and you'll appreciate it. Plus you'll feel classy!
Garnishes are actually not as easy as they sometimes look, so learning to make garnishes is a skill. Sometimes, as /u/stormstatic said, they are part of the actual flavor of the drink, sometimes they just make it pretty. To start, focus on mixing the drink, later add the garnishes. Yep! I will let you know! Good question, bit of a long story! So initially I had no clue and just dumped all the water in at once straight from a standard kettle - this was 10 months ago when I first got my Chemex. It never tasted great but was half drinkable (that's me being generous haha). So then I wised up and started using a pyrex jug (https://www.amazon.co.uk/Pyrex-Glass-Measuring-Jug-0-5L-x/dp/B000KGALJE/ref=sr_1_1?ie=UTF8&qid=1483694300&sr=8-1&keywords=500ml+pyrex+jug), I think it's a pretty UK thing a Pyrex jug, but I could be wrong. Are you in the UK or US or where? With the Pyrex jug, I transferred the hot water into it from the kettle and pulse poured cause I'd been watching every Chemex video on Youtube haha. That made a half decent improvement, but the pyrex jug doesn't have a lid so there was a lot of heat loss before the water even got into the coffee grounds. Then, after I got my Baratza Encore and realised how important recently roasted beans were, I got a more precise electric kettle that boiled faster, but it was just okay - was pouring all in at once and stirring (see here as to why I stirred, it's Seattle Coffee Gear's video entitled "stir your pour over": https://www.youtube.com/watch?v=pgsySaYHbLQ). It was a balance between reducing heat loss as much as possible whilst getting as accurate a pour as possible. Then I got the Hario Buono after I had little success with the normal kettle, and wow! Made such a difference, although initially I didn't preheat it. For a while I continued to pour all water in at once post bloom in a controlled manner and stirred a few times. Then I posted on here about having issues with under-extraction (having tried everything from grind size to ratio), and was recommended a pulse pour for more extraction. I'm not going to say the obvious like knives, basic cookware and large kitchen appliances. If you're in this subreddit, chances are you already have those. Instead I will tell you about my not so obvious but much beloved kitchen gadgets.
A set of nesting tempered glass bowls. Mix ingredients in the big or medium ones, mise en place with the little ones, serve things like tossed salad or mashed potatoes also in the big ones. If you need a bowl, chances are one of these will be the right size, and because they're glass they don't hold on to odors or stains like plastic does.
The Wonder Cup! If your recipe doesn't have weight measurements and you're measuring something like molasses or peanut butter that would be a pain in the ass to get out of a normal measuring cup, Wonder Cup will be your salvation. I would not want to make peanut butter cookies or BBQ sauce (I like molasses in mine) without my Wonder Cup.
Following the same theme, my Mini Measure, aka that measuring shot glass thing. Measures in mL, fluid oz, teaspoons and tablespoons. Sure, you can use a measuring spoon, but I'm kind of clumsy and tend to spill those. Lot less spillage with my little shot glass.
Silpats. I bake a lot of cookies. Grease flat out doesn't work as well and I have almost lost several sheets of raw cookies due to parchment paper slipping and sliding around. Silpats stay where I fucking put them.
Wire baking racks, I prefer the kind that have a grid of wires as opposed to wires only going one way. Thin cookies have a tendency to slide through the latter.
A KitchenAid stand mixer, I could not make meringue or lebkuchen (German spice cookies, the dough is really stiff) without it.
Probe thermometer, I have a Lavatools one and it works quite well. Is the lamb done? I dunno, poke it and find out!

You can cut butter into flour with knives or a fork, but it's easier with a pastry cutter. Several of my go-to baking recipes require cutting butter into flour, if you don't bake much you probably won't use it as much. Also excellent for making egg salad.

For Cooking utentisls I would never recommend stainless as it gets so hot and can ruin certain pans. Instead Wooden is the way to go for 6$

I had a best friend on World of Warcraft aka WoW that I played with and did things with daily and we ended up dating long distance for over a year and then he moved out of state to be with me. So, I had a best friend of over 10 years that was married with children and her husband just went to boot camp and she needed a place to stay until he got his first check so she could get a place and I completely trusted her 100% because we had never had one issue at all. Well my daughter was sick and I was having to take her back and forth to the doctor and run errands and my bf would not go with me and they were acting weird in front of me and I had a feeling something was going on so I told her I wanted her out of the house and that I could not handle it and I didn't trust them together. They yelled at me and told me I was crazy and so on only to admit it on my daughter's birthday last year that everything that I thought was right. So I told him to get the hell out and I never said another word to her again. So that's how that one ended up going. :/
Aside from that disaster, I'm now with another friend that I had from WoW. He lived in California and left there to be here with me as well. And everything has been going great. :)

My honest opinion: If you can read, you can cook. Literally. Basic cooking is simply reading instructions and following them. Once your comfortable with how things taste together, timing, and what spices taste like, then you can move on to more advanced dishes.
I think a fun part of learning to cook is gearing up. Since most people here will give you a grocery list, I'll give you a list of helpful items that I use daily.
The knife if a bit on the pricey side, but trust me when I tell you it's worth it. You only need 1 and as long as you hand wash and dry regularly, it can last forever. Sharp knives won't cut you as often as a dull knife that sometimes slips.
I assume you have basic dishware and silverware, so I've only included common cooking items.

Oooh. I would suggest some fancy ingredients like some Nielsen Massey vanilla paste (I have the gigantic 1 quart size myself and it's pretty much my favorite thing ever) or some Valrhona cocoa powder or feves (fancy chocolate chips). Some high quality measuring cups like these ones from All Clad would probably make her over the moon (as others have said, you can never have enough measuring cups and spoons, and heavy-weighted ones like those are a delight to use). You can round out your gift with a few cookbooks you think she might like -- some suggestions are the Hummingbird Bakery Cookbook (since you mentioned she makes lots of cupcakes), the Tartine Cookbook (I love this one), and Rose Levy Berenbaum's Cake Bible or Heavenly Cakes.
Maybe some budtenders can, but most are full of BS when it comes to advising customers. They act like they know what they're talking about, but usually don't.
My recommendation is to buy some high THC weed and also some high CBD/Low THC weed and then play around with mixing them until you get the right head. Even better if you get three strains into the mix. For me, a good sativa, a good indica, and some CBD-heavy weed.

You should get this can opener is made of good thick steel, it's heavy in the hand and I have never had a problem opening a can with one. Bonus, it has a bottle opener on it.

Hand soap for the kitchen and bathroom sinks, hand towels.
You need basic first aid stuff, like adhesive bandages (band-aids) and rubbing alcohol, good tweezers. Include basic pain meds, stuff for an upset stomach, allergy meds, or any prescription medications you need.
Sponges and scrub brushes. If you want to use a swifter type thing, I'd like to recommend this I have used it to clean offices and it works. The handle is pretty heavy duty and you can make or buy extra cleaning cloths, then you just put them in the washer.
Oh a colander, I will admit I picked that one because it's cute.
I love my rice cooker I use it to steam vegetables or cook rice at least once a week. I have the larger version but that one would probably work, or the larger one.

There are many more options. The tempatation will be to buy a bunch of shitty liquors and liqueurs. They will not taste good. I really recommend trying a smaller number of nicer things. This goes for things like beer, too. Anything will get you drunk, but alcohol can also taste amazing - don't miss out on that aspect.
That's a great peeler - I have one and it's great! Got a blender and a toaster too? If you like cooking, a motar and pestle can sometimes be handy, or some fun measuring spoons and metal mixing bowls - get stainless steel and not plastic. A pyrex measuring mug is useful too.
The big thing while cooking with smaller amounts of cookwear is to keep soapy water in the sink and wash stuff right away so it's ready to go when you need it. You don't need multiple knives: just wash it quick, wipe it dry, and use it. Same with measuring stuff (just be smart about measuring dry before wet as well)
I'm also assuming that you have Plates/flatware/bowls/etc. Make sure to have enough bowls (I like Corelle ware for cheap and durable) to do your mise en place to quickly reuse the limited measuring cups.

Measuring cups, wet and dry, and measuring spoons. I have these wet cups, and they're great. Also might want to pick up a garlic press. I have one sort of like this, and it's the best one I've used. Very sturdy, easy to clean, presses more garlic than any other I've ever used.
Any measuring cup would work, but it is better if it's cylindrical instead of conical since this makes it easier to understand that more height equals more volume when the diameter of the tube is the same. But in the end any measuring cup works.

I've never used a gravy separator, but I've used a glass measuring cup for coffee many different times in a microwave. The gravy separator is a great idea! I would recommend go with the simex as it's borosilicate glass.
In regards to boiling water in a microwave, I would suggest putting a chopstick in the cup for safety as it's heating. The chopstick will break the water's film, allowing it to "roll", and prevent it from being super-heated and exploding.

While I can't help much with the cake, as an ex-pat living abroad I'd really suggest you get a book using the local ingredients and quantities - it'll make your life a lot easier. Apart from the measurements, ingredients vary too - self-raising flour is the main one I'm thinking of, but things like butter are often more or less salty, bacon's got more or less fat, etc. And that's assuming you can even get the ingredient, of course...

If you really want to use a cup as a measuring instrument, just use a small glass filled to a bit below the brim. (Most small glasses IME measure out at about 250-300ml volume, which is about right). I wouldn't bother trying to change them to grams. Also, Amazon.fr will no doubt be overjoyed to sell you a set of measuring cups, they'll probably cost less than €10. Your cake... A burnt top and runny inside suggests you made a mess of the temperature conversion and ran the oven too hot. Or your oven runs hot. The recipe itself looks pretty foolproof, and shouldn't be too dependent on local ingredients.
It would be helpful to know what kind of storage and counter space he will have in the place he's moving in to. If you've got minimal storage space, you'll appreciate one item that has many uses rather than a range of items that you have no room to store them. I also agree with the suggestions of getting him some Pyrex liquid measuring cups. So, so useful! I also have two Pyrex bowls. They are the perfect thing to have for storage, serving, cooking, eating out of, etc. I wish I had more, I use them nearly every meal.
I use a Pyrex measuring cup and can get a pretty controlled pour. Most people already have one of these around the house. Not trying to dissuade anyone from getting a goose-neck, but something like this is probably the next best option if you don't have any kind of kettle.

I was mainly pointing out that measuring by weight is far more accurate than volume regardless of unit. Of course for some things like water or butter volume is fine. But for flour, sugar, and irregular things like chocolate chips/fruit weight is much preferred. Really doesn't matter what the unit is as long as it gets the point across.
Although I admit, as a US baker I have far more utensils with cups/fl oz than ones with milliliters, deciliters or centiliters.

-only two tools are remotely important: shaker and jigger. The rest is pretty much irrelevant, and can be easily replaced with things you have at home. Even the jigger is fairly irrelevant, because it only needs to be precise to itself. Doesent matter if the 3cl mark is actually 3.2
So I'd recommend you take the 20$ and buy a decent shaker, and maybe a small one-sided jigger.
you don't really need a Hawthorne strainer and weird spoon an all that, to be honest i usually can't be bothered to use them when im making cocktails for myself and are not in a hurry. Those tools are made to speed things up at a bar, but aren't a necessity.
i recommend spending the money on ingredients rather than additional tools for now, if you find out you really like that particular kind of cocktail then you should develop the bar in that direction.

Since beginning to count calories, I have purchased and frequently used my food scale (this one), measuring spoons/cups (I bought this set of 19 spoons/cups), a veggie steamer, a mandolin for thinly slicing veggies to put in lasagna instead of noodles, a spiralizer for pasta-like noodles, can covers to keep canned foods fresh after I open the can (like artichoke hearts, black beans, etc)., and a slow cooker/crock pot.
OMG I love Alton Brown's stuff!!! I've never made any of his recipes yet THOUGH I do have one of his cool measuring cylinder things.
Go to your nearest big box store and pick up a small measuring cup and an eye dropper. Each should have measurements in ml. These will make measuring a breeze. Depending on which method you're using, follow either of the top two links from their website respectively. Each measurement is based off one gallon. For example, if you're doing simple recirculating, you would use 10ml per gallon for week 3. Keep your proportions. Using week 3 again you'd use 10ml of micro, 10ml of gro, and 5ml of bloom. The instructions say to change your nutrient solution every 7-10 days. Since my plants don't seem to use a full serving in 7-10 days, I switch up my proportions and do a half or a quarter serving so my ppm isn't too high. My feeding would be 5ml of micro, 5ml of gro, and 2.5ml of bloom. Follow Lotus' advice and keep your pH between 5.5 and 6.5 or do a google search for optimal hydro pH range of your plant. Always start with micro.
Adjustable Measuring Cups are perfect for things like honey that don't leave containers on their own well.
I recommend something like these OXO Measuring Cups/Jugs, as they have both Cups and Milliliters on them and should be easily accessible to you in the US. I live in Europe and use the metric system, but these come in real handy when I'm doing American recipes that call for Imperial Cups.
As for spoons they're exactly the same as in the US, since they're both based on Milliliters. A tablespoon in Norway is the same as a tablespoon in the US.
EDIT: Just realized you said you didn't want measuring cups with both types of measurements on them, sorry! They're still really handy measuring cups tho :)
OP, I'm in Europe, so recipes for drinks are stated either in US or metric formats, so I use these. Oxo's version (the transparent one) is quite practical, but I find these to be more "bar like". The Oxos, while fine, are better suited for kitchen use, I'd say.
For very small or fraction of an ounce measurement, I use a Pearson Paw or these, also from Oxo.
I have a 2 oz measuring cup from Oxo and it's perfect for measuring oils. I can clearly see up to half an ounce.

I have around 500ml of water, and around 40-50ml of double cream, depending on my mood. I could use more and be within my calorie count.
I use this blender, which has a 600ml bottle.
Avoid blenders that only have 500ml, as you'll struggle to get the right consistency.
You'll also need some scales. I strongly suggest some digital ones. Put the bottle on, reset the weight to zero (so the bottle isn't counted), and put in 50g of powder.
Then add cream / water.
I use these measuring cups to get a good indication of how much I'm using. Generally, I stick to the 14ml one, and use it multiple times to get what I want. The 5ml is useful for MCT oil measurements (take this one slowly!)
You can even use the scales to measure the cream once you've worked out how much it weighs! Different creams weigh differently, so I can't give you a figure for that one.
I don't have 3 shakes a day. I generally have a black coffee early in the morning (8am), a shake late morning (10-11am), another around 3-4pm and then actual food on the evening / night. Salad / meats / cooked veg. The only thing I have to be careful with is gravy, as most supermarket stuff can be a bit high on carbs, so water it down plenty and use the cups above to measure it out. As long as you stay within your carb count, it's fine.
The rest is just learning what products you can and can't eat and understanding how keto works. Don't get disheartened if you stall etc.
We splurged on the Allclad cups & spoons a few years back, as we had a Williams Sonoma gift card to use up. They are very solid and will certainly last a lifetime. We're happy with them, other than if you want to say do 1/2cup with the 1 cup. There is writing on the inside that I believe will wear down in the years to come. For now it's ok, but it's not etched into the stainless... just printed.

We get a lot of equipment questions here, so I wanted to add that when buying equipment, build quality is important, but also key is design quality. For example, stainless steel measuring cups are garbage if they look like this. You want the handle to be aligned with the top of the cup so you can sweep your dry ingredients starting from the handle and going across. Any handles that don't allow that are poorly designed.

Unless you are looking to look fancy don't waste your money. Just go to amazon/walmart and find a shaker tin, all-in-one "jigger", and a pint glass from your local cabinet. That is really all you need to get started.
If you want to add on some stuff just to make life easier you can get a bar spoon, muddler, strainer, fine strainer (get rid of those ugly ice bits), and a citrus juicer.
Save your money for alcohol to make more drinks!

I actually just use a measuring cup and it works really well for pourovers. I honestly have just as much control over how much is poured and it has a steady controlled stream.
To keep the water hot I'll just pour a little in the cup, pour over the coffee how much I need right away, if I have to wait for water to go down on the pour over cone, then I'll add some hot water from the kettle to keep it hot, then continue.
OP -- Just to clarify, do you mean one of these? Because A, it's advertised as microwavable. B, almost everyone I know has this brand and microwaves it all the time, including myself, and I want to make sure the future mass cleansing of my kitchen from Pyrex is justified.

This is the one I have that I found at Walmart for about the same price. It works great
I have those measuring cups. The only thing I don't like about them is that the handles bend too easily. Eventually, they'll just break off. At that price, they aren't terrible, but not BIFL in my opinion. All-Clad makes a set of measuring cups that look and feel like they will really last. I don't own these, but I've physically handled them at least. These aren't for the budget conscious though.

They are definitely good for squeezing juice. They're even good for measuring as long as you know which parts to avoid. I like the tall (4-5oz) shot glass looking measuring glasses (like this, though I don't have this one in particular) which cost about the same but are less convenient because they don't have the handy angle.
I drain 1st runnings into a bucket, and dump it into my BK/HLT after transferring the sparge water into the MLT. Then I drain 2nd runnings into the bucket, dump it in the kettle and stir. I would hope that would mean I get a good mixture. Maybe I'll wait a minute or two after mixing for things to meld.
As for kettle volume measurements, my kettle has volume markings stamped similar to this. I would hope they are somewhat accurate. I keep this guy on hand for pouring jobs. Most of the time I don't even really wash it -- I just immediately rinse it with hot water and put it back on the drying rack.
As for physics, try using a spoon or something to guide the liquid you're pouring.

1 cup is generally 8 ounces. Dry measure is usually measured in the individual cups. Liquid ingredients are usually measured in the glass or plastic measuring cups such as these

I got these guys and it's handy for small measurements. Honestly though, when the measure is that small I just eyeball it and add a splash. If it doesn't taste right, I add another splash.

Before I got a goose-neck kettle I used a glass measuring cup with a pour spout (e.g. this one) I don't know how much improvement you would get over straight from the kettle, but it's worth a shot. Heat loss can be combated by using boiling water to begin with or by pre-warming the vessel.

You can get plenty of measuring cups/spoons (in cups) in the UK. I've got these in my kitchen.
Powder them in a coffee grinder to talc. Store in airtight glass. I use tiny measuring spoons. If you have a sensitive scale, see how much each weighs. Start with the smallest size. These are what I mean:

I think whatever you wind up using will get funky if you're not washing it enough. I use this for mixing drinks at home. I just put it in the dishwasher.
We use these for cooking in our home. They're fucking incredible. They have many different types of measurements going all the way around, and a lid/seal for shaking things once they've been measured.
Until we in the US get on the metric train, you could order a set of US measuring cups on Amazon or something. They are usually cheap. I purchased a kitchen scale so that I can make recipes from the rest of the damn world.

For liquids (which 'Europeans' do measure by volume as Americans do, but using metric instead of US customary units of course) Pyrex measuring cups/measuring jugs sold in Britain have metric measurements on both sides, unlike US measuring cups which only have metric measurements on one side, typically facing you if you are left-handed. They also have British imperial measurements (i.e. where 1 pint = 20 fl oz) but I totally ignore these since I basically never need to use them.
As for dry ingredients, they are specified by weight in European recipes (once you get above several spoonfuls) so you're best off just getting a scale; there is no real equivalent of American dry measuring cups made in metric quantities. I'm a fan of the Oxo pull-out scale, which will convert seamlessly between US customary (pounds and ounces) and metric (grams).
As for measuring spoons, tablespoons and teaspoons are for the most part almost identical worldwide, except for in Australia, as far as I know. 1 Tbsp = 15 ml = 3 tsp, so 1 tsp = 5 ml.
(A US tablespoon is technically 1/2 fluid ounce or 14.8 ml, but the difference between 14.8 ml and 15 ml is so small this is unlikely to make any difference whatsoever. An Australian tablespoon is 20 ml or 4 teaspoons.)
