You aren't going to like my answer.

There aren't really any classic Eau de Colognes that have tremendous staying power. Citrus oils just aren't stable enough to last that long and they're far too volatile to get any major longevity from them. They're not really MEANT to last long; the entire idea behind Farina Kölnisch Wasser (the first Eau de Cologne) was that it was to be reapplied over the course of the day to refresh the mind and body.

However, there are certain EdCs that last longer than others. Hoyt's Cologne actually hangs around for a few hours and is probably the cheapest option to do so. Atelier Cologne's entire line is based on the Eau de Cologne structure and the longevity is pretty decent; you can find most of them at Sephora.

For something a bit higher end, one of the best values in niche fragrance is Comme de Garçon Series Four Cologne: Citrico, an absolutely gorgeous Eau de Cologne that comes in a big 400ml bottle. Again, the longevity will not be fantastic. It's simply not part of the design. But it will last a bit longer than 4711 and is a rather better put together fragrance, believe it or not.

Despite what famed perfume critic Luca Turin says (he claims that Chanel Eau de Cologne is the best on the market), I'm firmly of the belief that Parfums de Nicolaï Cologne Cedrat is perhaps the best Eau de Cologne on the market other than Farina Gegenüber itself. The stuff is utterly fantastic; big, bright bursts of citrus with an elegant spicy woodiness beneath, courtesy of cedar and black pepper notes. Like most of Patricia de Nicolaï's creations, it's uncomplicated but superbly balanced, and is perhaps one of the most inoffensively brilliant perfumes in existence.

Of course, 4711 is so inexpensive that you could really just buy a big bottle of it and just continue to splash it on as often as you like. I doubt anyone would complain; it is, after all, excellent.

Please, stay away from cheap body sprays…

Instead, buy some 4711 by Muelhens. It's $30 for a big, 27 oz bottle. They have smaller sizes of course, but a big bottle is cheap and will last you a long time, even if you spray with reckless abandon. Plus it's a classy, classic that's super clean, crisp and fresh. Highly rated and well regarded for a "cheapie".

Or, you can get some Al Rehab Silver roll-on oil. It lasts a while and is cheap ($4 for a roll-on vial). Often compared to Creed Silver Mountain Water, of course it's not the same quality/scent, but a number of people like it.
