The new tsum tsum craze has been pretty great for commissioning cheap, easier to make, mini loafs. Also be sure to take shipping into account. Minky plushies are not cheap and felt plushies are not as great quality/softness. Most sellers charge at least $250 plus shipping for the average "quality" plush.
The plush maker mentioned by Parapets currently has commissions open but they're still out of your budget by about $50 + shipping.

I think you'd be better off buying your friend a cute little 4DE plush or two off amazon. They sell trixie, derpy, dr hooves, and the mane six!

If your son is open to a different plush, the ones made by 4DE are pretty good.
