Awesome! Depending on your budget, I'd look into indie polishes for her - there are a ton of different brands on Etsy and their own sites, and they tend to have more unique polishes than the mainstream brands. For example, KBShimmer is a popular indie with lots of fun color combinations and consistently good polishes. They generally ship very quickly, too.

As far as nail art goes, I know there are some books out there, but I've never owned one, so I can't point you in a direction for that. However, some basic tools are useful if she doesn't have them - such as dotting tools or nail art brushes. There are a ton of different sellers on Amazon for these; most of them are coming from China or Hong Kong and will take a month to get to the US, but if you dig through the alternate sellers, you can usually find a US seller or two.

Some nail decorations such as studs or rhinestones could be fun, too. Same China/Hong Kong shipping warning for these, too.

Otherwise, maybe stamping would be something she'd be interested in. Stamping is the process of painting nail polish on an engraved plate, scraping off the excess, and then picking it up off of the plate and applying it to the nail with a rubber stamper. This is a popular starting stamper, and there are a TON of plates out there, and they can vary in quality. This is the set that I started off with, and I've been pleased with them. There's a brand called "Moyou London" that's very high quality and creative plates, but they also cost more, of course - they can be found on Amazon and on their own site. There are some special "stamping" polishes out there, but any thick polish will work well - the brand Sally Hansen Insta Dri (available in basically any drugstore/Walmart/Target/etc) are often recommended.
