For general info? Google and see what hits. If it's a statute, Cornell has a fed law summary that I'll use when I'm just browsing for fun.

For more indepth info, lots of googling and reading. California has leginfo, which lets you pull up the history of a specific bill, legal analysis, arguments, etc.

For general, "what's up?" Scotus blog and Cato institute are good.

Honestly, just reading helps. I love the books Scalia cowrote.
