Little bit over your budget, but I've been using the Acer Chromebook 14 for about a month now. It's fast, looks incredible and has a fantastic looking 14in screen. No touchscreen, large bezels and no SD card slot are its main flaws. You can pick up a refurbished one here

I'm in the same position as you, going on my third year in Uni (premed tho). I needed a smaller computer that was portable enough to take around all day on campus and I ended up with Acer Chromebook 14. First of all, do you think 11.6" is enough? I was looking at Asus E200HA as well and it looks pretty decent. 4 GB ram is enough and awesome battery life. But when I went to a local store (Best Buy) I realized how small the keyboard and screen felt. I realized I need something mid range form 13.3-14". However, if 11.6" works for you then go with that, portable all the way.

If you are looking for something to take a while, a lot of reviews I've read on Reddit and other forums said that chromebooks last like a motherfucker, so if you are going for reliable device I'd say go Chrome OS, as long as you don't need to download any special programs. From the two you have listed, I'd go with the Asus, better battery life.

But I'd still recommend a different pc. If you like the ASUS one, get the 32gb one with 4GB ram. The extra storage is worth it. Still, I'd recommend the Acer Chromebook 14, 14" 1080p IPS display, 32gb storage, 4gb ram + Quadcore processor making it snappy af, Android Apps in dev channel, and amazing battery life. I got one at Costco for $250 US with a wireless mouse bundled in. If you don't have access to costco, you could refurbished ones on Amazon for around $225 US dollars. I've been using my for a week and its been amazing. Feel free to PM me.

I've owned 4 models of Chromebook and I've used, but not owned, the Flip. Hands down, the winner for me is the Acer Chromebook 14. It's now available under $200.

I've been using computers for over 30 years and I'm in IT, and this is absolutely the best I've ever owned.

Given the usage, consider a chromebook. These don't run MS Windows so they may be a little unfamiliar to longtime Windows users, but they are perfectly fine for web browsing, videos, etc. A 13-14" screen is a nice balance between portability and screen real-estate in my opinion.

I'd say to look into the ASUS C202 which right now seems to get the most rave reviews as being the best budget chromebook.

Maybe also look into a refurbished Acer Chromebook 14 if you would like a bigger screen. It's over your budget for a new model, but it goes refurbished for $195.

As for how the trackpads or keyboards are, I've never had either in hand (only had a samsung chromebook once and it had a horrible trackpad), so I'd recommend trying to read reviews and comparing models.

Does not seem so. Purchased from Ebay, Amazon and Woot.

Typically people recommend the refurbished version of that here. They're popular because they're very powerful and cheap ($186).

Only downside is no integrated SD Card reader/slot, which is a staple on Chromebooks. You can add one via USB, but that's besides the point. The problem with no onboard SD Card reader is that some people expand the built in 32GB via SD Card, which they just want to leave in the system permanently.

This may be unimportant to you. If you just plan to store everything on Google Drive, then 32GB will be fine. But if you want to load up a bunch of offline movies, or other large files then you could easily consume that storage. A 64GB SD Card is $25 or less now.

If that isn't a deal breaker then you could do much much worse. Particularly at the $186 price point.
