I would recommend this [Acer Spin 5] (https://www.amazon.com/dp/B071R4XZXB/?tag=bkadamos_alltest-20) because it comes with everything you need, 7th generation, i5 dual core CPU which is one of the best in the market and great for your usage, 8GB of ram for smooth multitasking, good SSD storage of 256GB for faster boot up and loading, 13.3 inch Full HD IPS touch screen which is a must have for this price range, long battery life, it's certified refurbished, but it’s a little over your budget.

As other users mentioned this seems a little under budget. When you can't buy the laptop with all the specs you need then I suggest you buy one with the CPU you need then upgrade the other components later. Another option is to buy a refurbished or open box unit at a discount from a reputable vendor, although keep in mind that most refurbished laptops drop to 3 month warranties instead of a year. Here are some options.

Sold by Acer Recertified, it comes with everything you mentioned you needed. Only has a 3 month warranty. Here is their amazon page link.

And here is a brand new Dell with 8GB of RAM and an i3 processor. While it has a hard drive you can replace it with an SSD later. The resolution of the display is just 720p though which is standard HD. Priced lower than $400, here is the link.

Option 3 is this Asus, shipped and sold by walmart. It has everything you need but the processors is an ultra low voltage model. Meaning it will provide the power you need for basic tasks such as browsing, papers, streaming, and so on but it will hiccup a bit when trying anything too heavy such as running tons of tabs or or having too many things active on the background. Ended up going with the a refurbished Acer SP5135157TPREF Laptop, Intel Core: i5-7200U, 2.5 GHz, 256 GB, Intel HD Graphics 620, Windows 10 Home, Black, 13.3".

From what I could tell during my Google searching it should work just fine with the latest version of Mint. Comes in a few days, so for anyone curious I can update as to how well Linux Mint works on the laptop
