I've had great luck with this Alba Botanica Maximum dry skin lotion. Pretty much what you're looking for. Works pretty well except for my really rough spots (I use Aquaphor for that) and, more importantly to me, doesn't feel gross to use like Eucerin or Cerave Cream.

This is a pretty odd sensitivity (in my opinion). Are you sure he flares up more when he has anything citrus-y?

What has been working for me.. I take flax seed vitamins each day as a recommendation from my eye specialist, but it totally helps with my body as well. I really notice if I haven't been taking it. It takes about 2 months to start really seeing results, and about three weeks to see them stop if you stop taking them, but it helps a lot. Then, I dry brush my skin 2-3 times a week to help with cell turn over because my skin doesn't agree with that one lotion that has the AHA in it.. Alacerin or something. My skin doesn't shed very well so it really helps. I also use exfoliating gloves in the shower on my arms and thighs daily to help combat my KP. Then I buy the Alba Botanica lotions. They have two that I use. The normal formula which is light but works well for the daytime and summer. It doesn't irritate my skin, it generally eczema friendly and comes in a massive 32oz for like 10$. My local stores carry them, but never have them in stock, so I just order them off Amazon. Then, for nighttime, I order the one for very dry skin. It's a little too thick to wear during the day unless it's crazy cold outside, but it fine at nighttime. It isn't enough on those really dry body parts, so I use Aquaphor on my feet, knees, and elbows since those are my problem areas. I use my hada labo toner on my weekly spa days and bad problem areas, but I don't use it everywhere very often. In the winter time, I also sometimes will buy a body oil to put on over my daily lotion to help seal things in. I really love the Cerave lotions, but they just don't moisturize enough. That Alba Botanica was seriously a game changer for me. I've never had a lotion that worked as well so quickly. I just have to use it regularly, because once your skin starts looking better, it doesn't take long for it to mess up again by slacking off, but it takes way longer to see results again.
