I just bought the AmazonBasics Adventure backpack for a trip in two weeks. It's always $40 or under and has a dedicated "lay flat" laptop compartment, clamshell main compartment, and organization pocket. Bag is still being shipped, but it was highly recommended by another redditor for its value: https://www.amazon.com/AmazonBasics-Adventure-Backpack-17-Inch-Laptops/dp/B011J4BPWC
This is the one I currently use. It has plenty of room. I used to use this one, but the zippers broke quickly and it was too small.
If someone calls you to do tech work, they expect you to bring your tools- a backpack. If I'm going for just a meeting, I put my Surface in a leather notepad folio with a pen. Otherwise, I have my backpack. You'll look worse showing up for a job with no tools than you do showing up with what you need to quickly solve the problem.
I really like this one. Fits everything including a Ziploc container flat in addition to laptop, second screen, notebooks, etc

A backpack that has excellent organization and is very reasonably priced. Below that is a podcast episode of a girl that went to Costa Rica and how she took a school backpack that only weighed 10 lbs, and finally a blog from Tortuga Backpacks of a couple that took everything in one bag. Enjoy.
Actually this one.

It may not really look it, but it's got a bit of a clamshell opening. You can definitely lay it flat and open it up at the bottom to get something out there without opening the top, etc. I had the backpack for a week, came across the Air and some money, and got the Air instead.
Another user thought this $40 bag was great:

I use Amazon Basics travel laptop backpack - it fits fairly nicely in the laptop compartment, but I have to put the back end in first or it pours pressure on the zipper.

It is still wrong, a different country's Amazon page shows 33L. Anyway I've measured it myself so I'm sure its between 30 and 33L, depending of the compression straps. I realize there are bigger backpacks on Aliexpress for even less than $40 but having bought from Ali over 50 times, I didn't trust enough on a backpack from there to put my laptop on it without enough protection...
It says right on the product page it is 26.6 L

I'd have bought an aliexpress special before this for backpacking.
