http://www.amazon.co.uk/gp/offer-listing/B00JLAXLLA/ref=dp_olp_new?ie=UTF8&condition=new - This monitor will save you £100
I would grab a 290X - http://www.overclockers.co.uk/showproduct.php?prodid=GX-164-PC
http://www.overclockers.co.uk/showproduct.php?prodid=MY-060-TG&groupid=2913&catid=2920 - 16GB of Ram at a similar Price
I would grab an SSD for OS and select games
This is the one I just got
There's this one as well
I'm afraid you're going to be quite limited at that price point in Germany. I can only find a couple 1080p 144Hz TN monitors much like your current one for that price.
Freesync is going to be irrelevant to your setup unless you plan on getting an AMD card so I'd recommend forgoing adaptive sync entirely unless you want to double your monitor budget.
If you want something better I'd personally go for a 240Hz monitor for 360 euros: https://www.amazon.de/dp/B01MXTEJ7A/?tag=pcp05-21
Or a 1440p 144Hz monitor for 375 euros.
Your GTX 1080 is probably overkill at 1080p 144Hz so if you can't afford my above suggestions then I recommend saving up until you can.
Thanks for the question and I hope I was of some help.
.
If you really want a 24" 1080p 144Hz monitor then

and

those are going to be as good as any.
First off, you should have used Hz everywhere in your title, a monitor doesn't have FPS :P
Second, 250 is the cheapest I could find one
