Keep in mind budget gaming laptops aren't really portable (personal experience lol). Also you really just pay for what you get, but hopefully these might help! Given smaller storage on most of these, if you do go with one of them, I recommend getting an external HDD (hard drive disk, standard and slower than SSD, cheaper) or SSD (solid state drive, runs way faster, more expensive).
Since CAD work is most important I would recommend that you get a stronger CPU over a GPU. Look at the Asus FX50 which has a 8th Generation Intel Core i7-8750H processor which is better suited for CAD. Its GTX 1050Ti graphics card will run AAA games at decent settings well
A $900 desktop will destroy a $900 laptop, do you really need the portability?

I would recommend a dedicated graphics card for Skyrim and the S15 doesn't have that. This Asus FX504 would be a much better pick.

If you will be gaming, what are the most demanding games you will play and at what settings? literally just wow
Is battery life an issue? no it will be plugged in.
Other notes: streaming wow outside, just want a laptop that can do that comfortably and without any issues for a few hours a day. The catch is I'm gonna be outside so I thought maybe I'd need better cooling or something.

These gaming laptops will get the job done quite well in a cool package and 4 hours of battery life should be achievable if you're not gaming:
The last two are a little slimmer and more business oriented meaning you'll get slightly worse performance in a slimmer, better looking package.
You can get the i7-8750H processor, the 6-core processor, for under $1,000 (it is a 45W processor.)
The ASUS TUF FX504GE has a GTX 1050 Ti + i7-8750H. It weighs 5.1lbs but it is the cheapest device with a 6-core 45W chip.
With that budget, a good option would be the MSI GL63 8SC-059 because it seem like you will be doing some gaming as well. but thats if you are willing to spend another $55 or so.

These are what I'd consider mid to high range gaming laptops. The most important factor in looking for a gaming laptop is the Graphics Processor (Nvidia Geforce 1650, etc.). Do not get Integrated Graphics. Look at Benchmarks to make a comparison https://www.notebookcheck.net/

However, IF you don't need to mobility of a laptop, build a desktop instead, you can build a high-end rig for about $1500 if you spend enough time researching the parts.

Also, I HIGHLY HIGHLY RECOMMEND getting Intel/Nvidia over AMD. (Sorry AMD fans) There are some games that do not play well with AMD because they use some proprietary software like Hairworks or PhysX and you can't disable it. Intel CPU because some software that requires Intel virtualization can't be run on AMD
