I just bought this: https://www.amazon.com/ASUS-Ultra-Thin-Processor-Microsoft-L203MA-DS04/dp/B07N6S4SY1, the ASUS VivoBook L203MA. It comes with windows 10S, but you can upgrade to windows 10 Home (although I use it primarily with Ubuntu, which is super fast on this laptop.)
The L203MA is lighter than my wife's 2013 macbook air 11-inch (L203MA: 2.2lbs, MacBook Air: 2.38 llbs)
I found the storage kind of lacking at 64GB, but I also had a 32gb sd card on hand to bring the total storage 96GB, which was plenty for me.

I think that options are super limited in your price range unless you go refurbished. If you rather have a new device, something like the ASUS Vivobook L203MA could be a possible option.
