I'm super pale, and I've been loving theBalm's Balm Shelter tinted moisturizer in Lighter than Light, which is available on Amazon. It does tend to be a bit yellow-based, which works for my skin because I have warm undertones. I have a terrible time finding foundations that are light enough for me, and this one comes closer than any others I've tried, even though it's still a bit too dark for my ghostly pallor.
