If you're into DIY, then maybe you could buy some muslin fabric (cheap brownish stuff that is used to make fabric patterns) and make a screen-printing setup to put your map design onto it.
Also, if you're just starting out, and your map designs aren't set in stone, then you could probably just use a regular printer and copy paper. Those would be easy to make, expendable, and you'd still be able to roll them up.
