I had this issue when I first started shaving. I’m less bothered now, but the best thing I’ve found by a mile is Ben Nye neutral set colorless powder:

https://www.amazon.com/Ben-Nye-Neutral-Setting-Powder/dp/B01LMN47DE/ref=mp_s_a_1_3?keywords=ben+nye+neutral+set+powder&qid=1572479900&sprefix=ben+nye+neu&sr=8-3

It’s what photographers use to mattify skin on set. If you get some of that and a cheap barbers brush (the kind barbers use to brush hair off the back of your neck), sprinkle some powder onto the brush and dust the dome, it will be matte. And the effect lasts quite a while. And so does the product. I’ve only used a third of a pot in 18 months.

I tried lots of moisturisers and powders and Ben Nye is the best in my experience.

I highly recommend investing in some matte colorless powder. I use the one linked here:

TO me one of the most glaring issues that makes a video look amateurish is shiny skin. This effect is pronounced when you use small specular light sources and is amplified further when the direction of that light is unflattering, like with overhead fluorescent lights. The powder will eliminate hot spots and make even really harsh directional light look pleasing.

Get a nice soft make up brush and apply all over the face. You really don't have to be very precise and if it looks a little heavy in person that's fine, it'll look great on camera. In fact, you'll probably want to add more than looks natural to your eye.

My other bit of advice is to make a DIY flag out of some foam core from Home Depot and find a way to rig it from above for the interviews to block off the overhead lights. Alternatively use something translucent to diffuse it instead of blocking it completely.
