I'm not really sure what Obama is trying to say. I think what he's trying to say is, "you can't beat us, so join us" which actually isn't a terrible thing. Of course the contrary voice would say that a choice to join a system of tyranny, no matter how enlightened, isn't really a choice at all.
The root of the problem can be summed up in one word, "Manichaeism". In other words, the Happy Socialist believes himself to be in possession of the Truth as well as Objective Insight into Reality, which allows him to fight the good fight against the evil of Terrorism. There are multiple problems with this world-view. First of all, it sucks all of the air out of the room. President George W. Bush famously said, in an address to a joint session of Congress on September 20, 2001, "Either you are with us, or you are with the terrorists."

OK, that's the first problem. The second problem, is that, well, even if this were a reasonable and thoughtful approach to life (it isn't) we would still be in the awkward position of wondering when the War on Terror would be over. What exactly are the victory conditions?
The third (and this really is the kicker) is that tyranny is not an all-or-nothing proposition. It lies on a continuum. And reasonable people can disagree as to what constitutes tyranny and what does not. Is it tyranny to work to prevent nuclear terrorism? Most would say no, not at all. But then the question becomes: how much tyranny will you put up with before you push the Big Red Button that reduces Washington, and any number of other global cities? What is it going to take for you to become a terrorist?
The USA says there should be NO LIMIT to what you will have to put up with! You should put up with being a slave. And of course it seems like the morally right thing to do: I mean, who can really say, seriously, "I would rather kill hundreds of thousands of people than be a slave"? This is the central moral dilemma of our time: what is it going to take for you to become a terrorist?
Whatever the answer is, you can BET that those in power will listen very closely.
...and then figure out what they can get away with, how much leeway they have before it all goes over the edge, and large numbers of people say, "give me the fucking button already".
But of course they will miscalculate. They aren't as smart as they think.

Looking at the Presto system vs the old system, weighing the overall positives and negatives, it doesn't seem like it benefits the public to implement it. Things like this are done in the name of 'progress', but who is it good for? Just because a system involves more technology does not make is superior.
From the point of view of an individual system user:
-You are now subject to an additional tracking and monitoring system
-You now need to review your monthly bill for errors and engage a frustrating customer service system in order to attempt to just get your money back
-There are issues with the system being partially installed (ie must carry multiple payment forms), but even once fully installed, individual machines go down. How fun is it trying to explain that to the Transit Enforcement Officer looking for your POP?
From the point of view of the Public Purse:
-How much does it cost to implement and maintain Presto as compared to the current system. I can't imagine how there is a cost savings. We see stories like this: https://www.thestar.com/news/gta/2016/10/12/presto-card-rollout-on-ttc-running-millions-over-budget.html
So what is the point of it? It really appears to me to be one more step in the implementation of Technocracy which requires total surveillance through technology.
