If you don't like having things in your ears but want to give this method a try I have a very cheap-ass sleep headband that does the trick for me.
About two months after I moved into my house construction started RIGHT OUTSIDE MY GODDAMN WINDOW and 9 months later they are still dicking around and working three hour days. Of course those three hours are usually 5:30-8:30 am, and the incessant sound of HAMMER HAMMER HAMMER is enough to make me want to strangle a roofer. This headband makes it so I can at least get a few hours of sleep a night.

These are the super cheap ones but they work just fine. I recommend rain sounds so there is a steady noise to get you through the night.
