I'm using a Canon M10 right now and it produce very high quality pictures even with the kit lens. Right now it's a little tough to find that camera so you could opt for its younger brother, the M100 which has a better sensor. Canon has A LOT of lens and you can find them for very good price. Just get a Canon EOS-M Adapter and you will be fine.
My whole set up cost about $700 and I could produce near professional image quality.

Get a Sigma EX 17-50mm f/2.8 OS HSM DC lens if you have some extra cash because it is one of the best APS-C lens you can find. It can take very sharp pictures, only a little below the so-call King of Crop lens, the Canon EF-S 17-55mm f/2.8 IS USM for half the price

Those three together will beat most beginner camera setup, and if you want to take better photos, you will need to shell out at least double the cost just to have a slightly higher quality.
