No, but you don't need the whole Internet... Just a WiFi Access Point (that's not connected to anything except power).

Basically, give her one of your old routers. it doesn't need Internet. Just hide it on top of a cabinet and connect it with power, and give it a proper SSID with password and such. Log the printer into it (most printers are WiFi nowadays) then setup your tablet to access that WiFi. No Internet, but you don't need it.

If you can live with smaller photos... This Canon has its own WiFi "access point mode" so you don't even need that router "in between"
