I happened to read about these two products today in a lifehacker newsletter I receive, perhaps they may help? [Carpe]() foot antiperspirant or [Sweat Block](). I had no idea such products existed until this morning and the Amazon reviews rate them as excellent. Also I have read that 20 min black tea foot soaks helps with the smell allegedly, never tried it, so ymmv.
As to why they sweat so much, it's probably hyperhidrosis, which is a fancy way of saying overactive sweat glands. Usually it's hereditary, kicking in around puberty. I have a couple of family members who suffer from it. They are otherwise healthy except for the excessive sweating. There may be other medical causes, especially if it occurs later in life, but usually has other symptoms with it at some point.

I have really sweaty feet and was tired of getting myself into stinky situations when it was impractical to wear socks.

In the summer when I'm going sockless or wearing sandals, I absolutely will not leave the house without a foot deodorant! I really like Carpe Antiperspirant Foot Lotion, but there are similar products at the drugstore. I don't have smelly feet, but a hot day can defeat the best of us! I just feel so much more confident knowing there is a 0% chance anyone is going to get a whiff of foot odor from me!
I use Carpe on my feet and wear sandals with straps on the side and in the back, like these or these. Depending on the temperature or activity my feet can still get really sweaty and I'll slide around, but I find that wearing sandals does tend to keep my feet cooler.

Prepare for chaffing in more places. Wet weather will slow down evaporation of sweat, so that will combine with the actual rain to keep your clothes pretty wet.
Consider at least throwing single use anti-chaffing cream of some kind in about all of your drop bags. Chaffing can really sneak up on you and bite you later in the race, or even just make post-race miserable when you jump in the shower and discover how raw you are.

Unless it will be pouring, I wouldn't worry about extra shoes. And on top of that if it is raining that hard, you shoes will just get wet again in no time. I would focus more on extra socks and maybe some foot saver cream.
