Dress in easily removable layers, it never seems to get cold enough to stay bundled up. Definitely invest in thick socks or toe caps, and decent gloves, that's where you feel the most "bite" from the cold. I usually ride with glasses to keep the wind from my eyes, in really cold weather I actually have ski goggles that fit with my helmet on. Also, I snagged a Micro Fleece Balaclava with Windproof Face Mask. Great for those below freezing joyrides!
Go to MEC. They have a good selection of base layer stuff. That's where I got all the stuff I use at work (outdoor construction). Also, merino wool socks are fantastic. They stay warm even when wet.
And I couldn't live without this. The face cover is independently moved from the head covering, if you need to talk or drink some coffee without taking off the whole thing, and it has a little mesh square to breath through. Best balaclava I've ever used.

I don't really have a problem with any fogging unless I'm putting my head down.
The facemask has a vent area for your breath.
