Reddit mentions of China Glaze Ghoulish Glow - Glow In The Dark Top Coat

I've had good results with glow in the dark nail polish because it's meant to dry to a hard lacquer, plus it comes in small bottles and you don't need much. The brush works pretty decently for nooks and crannies if your knobs/faders aren't removable too. A white primer layer might also help.

(:
