Any chance these are Ash trees? If so, your problem is much more significant:

If it is EAB, you can't nurse an infested tree back to health. If the tree is still healthy you can apply a tree and shrub drench with the insecticide Imidacloprid. This is the best price I have found.

Thanks for bug advice. May try this, seems have good reviews, but no idea is it would work in those bugs.
The best solution is imidacloprid, if you live in a place where its legal. Make sure to use it only when your plant is not in bloom to avoid killing bees.
I use this one. Best solution for almost everything except spider mites. I actually started using it because of whiteflies attacking my euphorbia milii.

I agree. It is going to be a maintenance nightmare. But I thought this insecticide once a year could help.
