It has been talked about extensively. It is talked about in Crisis Economics by Nouriel Roubini.
Basically, what he wants to change is the people that own the security being rated are the ones that pay for the rating. This would help to eliminate some of the bias because they are being paid by people that want to know as much information about the security that they own.
I think it's something that would require government action to occur (could be wrong) which is why the business model hasn't changed.
