Obviously the ideal setup will cover 360 degrees around you, with the ability to capture any license plate on a vehicle that passes you. Some of the pricey bike cameras do not guarantee license plate capture and you can’t find persistent positive reviews for any of those cameras either.
One solution is to purchase 2 good quality water/weatherproof cameras which can be less expensive than the bike/go pro models, and to rig them up on your own. You can get a chest or helmet mount or you can mount it to your handle bars. Then mount the back camera to your saddle or rack. It might take a little DIY creativity but it’s totally doable.

Very inexpensive and the package list includes bike and helmet mounts. Reviewers state that you can see license plate numbers with this camera, as well as people texting while driving. Not the best battery life, so depending on your commute length this may not work, but you can search around amazon for other models ..
I personally have a Hero3 I won five years ago in a video contest, Crosstour Action Camera I use for my rear on my commuter (when I remember to charge it). And for my race bike I have my Fly6(ce), but I will use it on my commuter if I forget to charge my other rear camera.

They work great. I charge them both about twice a week, and clear the cards when I charge them (they do not auto-delete old videos, which is a shame, but they *do* record in 10-minute incremental videos).
I don't have any video to share that doesn't have license plates, and I don't want anyone getting dox'd. They are good enough at 1080p that you can pretty reliably read a plate in good light, or if you're behind a car and you have a good head light, you'll be able to read it at night. They work fine in light down to normal street lights, but they don't record much at night, on say, the springwater trail (too dark).
I've compared with older Go Pros, and can't tell any substantial difference, and these were *literally* 1/10th of the price (~$35 / each, they came with the waterproof housing).
I had one incident where I needed to get medical care and a replaced helmet due to being right-hooked; having video made that *very* simple.
