My suggestions:
CPU: Ryzen 3600 - In my opinion the 3600 is worth a little bit more money. However, if you absolutely can't swing it, then go with the 2600 instead of the 2600X (that is unless the 2600X is only barely more expensive than the 2600). The 2600 should be on sale for around $115 or so.
Board: MSI Tomahawk Max - Don't have firsthand experience with this board, but it seems to be well respected. As a plus the bios should support Ryzen 3000 series out of the box.
Memory: Two options: Crucial Ballistix Sport LT - Can be overclocked fairly easily to 3600 CL16. It offers the best bang/buck, but overclocked settings are not as well defined. Second alternative would be to grab Team Dark Pro 3200 CL14. It will also do at least 3600 CL16 (very likely 3600 CL14) but it will be a little bit faster than the Ballistix due to tighter subtimings. However, most importantly, overclocking it will be more straightforward since you can take the values straight from Ryzen DRAM Calculator. Unfortunately, the DRAM calculator suggested values are still not very good for Micron E memory (Ballistix Sport LT).
For only $30 more I'd go for the Team Dark Pro personally, especially if you don't have much experience with memory overclocking. It will be less of a hassle to get working at good settings, and memory speed makes a substantial difference in Ryzen performance. However with the 3600 that puts the budget at more like $420 at current prices (maybe the CPU will be cheaper on Black Friday?). If you drop down to the 2600 that puts you back under budget, but you're giving up probably 20% performance. You can probably resell your current processor/board/memory for at least $100 though.
Wireless adapter works fine on Ryzen now.
What timings did they get out of this? Was looking at the rams mentioned in my OP as they seem to hit the target I was looking for of 3200 c14 or 3600c16

No problem and newegg usually on most memory modules has a 30 days return but they state they on each products page. I say try it for 10 so you really get a decent amount of time to test it and then still have a good window of time to reutrn it if need be. And here are some links to them.
