Edit: Well since the Acer doesn't have the optical drive, I took that out of my search; Lenovo, on the other hand, is a reputable company, but you obviously were right about no reviews (I would still personally consider it though). In this price range, the Intel Celeron N2830 is a frequent CPU. Doing a quick spot check, this CPU (based on http://www.notebookcheck.net/Intel-Celeron-N2830-Notebook-Processor.112086.0.html) is actually pretty decent considering the price -- low, great TDP too. Something like This laptop exceeds your requirements. Sadly getting bigger than 15.6" at under 500$ is unlikely but 15.6" is by no means to small.

There is no "familiarity" required with Chrome OS. If you can use a web browser, you can use Chrome OS. You can access E-Mail through a web browser, Microsoft released Office on Chrome if you don't like Docs, and web browsing is its specialty.

This is part of the 15" sub-$300 class Windows laptops. They all have the same specs and Windows 8 for about $250. They're decent for how inexpensive they are.

Please note that nearly all laptops in this price range will feature the Intel Celeron N2830 at 2.16 GHz which is perfect for what you need it for. Plays 1080p videos without a hiccup on Internet Explorer (chrome is having problems with video lag, its on their end) and perfect for Skype. Most will also have 4GB of RAM as well as about 500GB of hard disk space.

I mean, my laptop can run League on low settings with 40 fps, and I don't really plan on running much games any more demanding than that.

We bought a Dell Laptop for my niece for her schoolwork and it works great. There's no CD/DVD drive, but that doesn't seem to phase her, and she needs the programs instead of web-based storage, so it worked out for her pretty well.

There are used ones on Amazon for less than $250. eBay or Craigslist are also options, once you've done the research and know which model you're looking for.

Lol. I've used chromebooks and I'm aware of their features. I was making a joke. Yet you assume I have "less than no idea what [I'm] talking about". Furthermore, chromebooks are very limited. In example, I can't do any of the analysis needed for my physics class through google drive. Also, couldn't you just buy a laptop for around the same price with Windows OS? You'd still be able to use google drive and if you used a SSD it'd still boot up quickly. None of the features you've addressed are actually exclusive to chromebooks. And you're completely being ridiculous stating not everyone can buy new $2000 machine every 2 years. I'm not sure you know what you're talking about. You could just buy a netbook with an ssd and have the same speed, still access drive, and have the extra functionality of windows OS. Furthermore, how is a tablet of moderately well specced phone not capable of serving as a netbook using Google Drive? I'm using a $200 laptop right now, and it has Win7 Ultimate, better specs and I can still use google drive. It even runs Cinema4d. I don't see the niche of netbooks anymore, they're redundant. I'm sorry you paid $400 when you could've just gotten another laptop with more functionality. What does she find confusing about using an external hard drive? You basically plug it in, and it works more or less the same as if it were internal.
If it's really a problem, an alternate solution would be to just swap the internal SSD with a larger capacity one.

Also, is it even really necessary that the movies be downloaded? Can she not, for example, stream movies from Netflix?

The screen is a whole other matter, though. What sort of dimensions is she looking for? If she has one of the 11.6" models, the Toshiba Chromebook 2 will give a 1.7" bump, and as far as I know, that's the cheapest you'll get a laptop with a 1920x1080 resolution with an IPS display.

If she wants a bigger screen than that, regardless of the resolution, this looks like it could be a good option. Due to running a heavier operating system in Windows 8.1, and using an HDD rather than an SSD, it won't run as quickly as a Chromebook, but maybe it'll be more to her tastes.

As already mentioned, building a laptop is rarely easy or economical, especially at the lower price tiers, so I'd look around for something that fits your price range and her desired specs.

If you're looking to play Minecraft on the laptop you will need a windows pc.

Here are two extremely inexpensive options both at $250. They are almost exactly the same, but have a few key differences.

Both have 15.6" 1366x768 screens, Intel Celeron N2830 processors, HDMI ports, and 500 GB hard drives.

Dell Inspiron:

Has excellent 6.5 hour battery life.

Weighs only 4.7 pounds.

Has no USB 3.0 slot.

Acer Aspire:

Has two USB 2.0 ports and one USB 3.0.

Excellent build quality.

Has lesser, but still very good, 4.5 hour battery life.

Weighs 5.3 pounds.

Conclusion:

Unless you search through used laptops or deal websites you're going to find a bunch of laptops that are almost identical at your price point. If you're willing to give up minecraft you can take a look at chromebooks which will lose functionality, but gain battery life and portability. You might even be able to find a chromebook for under $200. Either way you can't really go wrong.
