Mate, I took CS with a netbook. You don't need a heavy duty laptop for programming. That poor thing was running Linux, running a VM simulating Linux, running a CPU architecture emulator.
You can find something <$300 fairly easily.
$200 w/Prime free shipping.

At that price point I would really recommend a cheap Windows laptop like an HP Stream. A PC is going to be quite a bit more capable and standardized than a Chromebook.
And an iPod for getting work done is just a fucking joke. Don't even think about it.
A HP Steam 11 or 13 is NOT competitive with an Acer 14. Not close. Try both and get back to the subreddit.

Amazon.com: (Discontinued) HP Stream 11-r010nr 11.6-Inch ...
Slower, worse battery, plastic, slower boot, way worse screen, etc.
I see a lot of laptops and there is nothing close to a $200 Acer 14 with 4gb RAM and all metal chassis with a really nice true HD display. But the touchpad and keyboard is where you really can sense the difference.
Show me any Windows laptop that can come close to this.

The cherry on top is not having to deal with Windows. You get your cake and eat it to.
I understand your hardships, but I'm not really all in for that rent-to-own mainly because of how unfair interest rates and pricing.
If you have $200, you can get a really low tier laptop if you're in a hurry: http://www.amazon.com/HP-11-r010nr-11-6-Inch-Notebook-Processor/dp/B015CQ8SGE/ref=dp_ob_title_ce
Otherwise, I would suggest trying to muster up a bit of money to make a full system for about $400 with the monitor.
I have a ux305ca and like it quite a bit. The only downside is the lack of a backlit keyboard but I touch type so this hasn't been a problem. It's a good bargain for the price.
Alternatively, you could consider something even slower and simpler like HP Stream 11 if you only need simple word processing.
Your buddget is a little low, so our options is a little limited, but it looks like you don't need anything with a lot of power, so that is good too, I think the best option for you if you don't want refurbished is the HP Stream 11 11.6-Inch Notebook or the HP Stream 13.3-Inch Laptop if she prefer the bigger screen , they come with Intel Celeron Processor 1.6, 2GB RAM, 32 GB Hard Drive eMMC, Windows 10 Home 64- Bit the down side of those is no Optical Drive and a lot of bloat ware that can take a couple of hours to remove
Ok try this one: http://www.amazon.com/gp/aw/d/B015CQ8SGE/ref=mp_s_a_1_1?qid=1451917861&sr=8-1&pi=SX200_QL40&keywords=laptops+under+200&dpPl=1&dpID=512dY%2BmlmlL&ref=plSrch

Surprised no one has recommended this yet. It's an 11inch laptop by Dell for $199. They offer a 13 inch model for $230. Does all you need it to do with full windows 10.
Here are your best options:
Acer Aspire Cloudbook: http://www.amazon.com/Acer-Cloudbook-11-Inch-AO1-131-C9PM-Personal/dp/B0149QDD1S/ref=sr_1_6?s=pc&ie=UTF8&qid=1450034947&sr=1-6&keywords=laptop&refinements=p_36%3A-20000
It doesn't much storage, but it would work fine for light video editing.
Chromebook: http://www.amazon.com/Samsung-Chromebook-Laptop-Celeron-Silver/dp/B00NJGRLUY/ref=sr_1_2?s=pc&ie=UTF8&qid=1450034947&sr=1-2&keywords=laptop&refinements=p_36%3A-20000
Light, good battery life, and there are some online video editors you could use.
HP Stream: http://www.amazon.com/HP-11-r010nr-11-6-Inch-Notebook-Processor/dp/B015CQ8SGE/ref=sr_1_1?s=pc&ie=UTF8&qid=1450034947&sr=1-1&keywords=laptop&refinements=p_36%3A-20000
Same as the Acer Aspire Cloudbook, just blue.
If I was forced to choose between these, I would go for the Acer Aspire Cloudbook.
under 200 is probably best to get a HP Stream:

I have a HP Stream 11 $80 shipped
My normal daily driver is a modern 15 inch thinkpad, but I run Ubuntu MATE on my [https://www.amazon.com/Discontinued-HP-11-r010nr-11-6-Inch-Processor/dp/B015CQ8SGE])(HP Stream 11). For just minor browsing, shelling, and note taking, it's a great laptop. It only has 2gb of ram, so I suspect you'd be just fine with MATE on 4gb. Can't reccomend it enough for a more lightweight distro.
I wouldn't do that. I've got an HP Stream laptop, and while it looks kinda silly and can't run minecraft above 2 fps, I use it all the time for school. It's great for simple notetaking, some web browsing, and such. You could also repaint it if the color bothers you. Link
I ended up getting a cheap 11in HP notebook. I was kind of leery of it because of the size and how inexpensive it. I bought it and decided I would either return or give it to my daughter if I didn't like it. I ended up absolutely loving it though. It's a basic computer that does great with online classes, streaming movies and music, and some light games. It's also really light weight, fits in my purse & work bag, doesn't get hot, and has a long battery life. I guess cons would be the speaker aren't that great and it doesn't have a disc drive but everything I used is either streamed or downloaded so that hasn't been a problem. Another con is it's just a basic computer so if your into heavy programs or games this isn't your computer.
Smaller the better? Would something tiny like an 11.6" HP Stream 11 do the trick?
It's not powerful, but it's cheap and it's portable. I have a buddy who I told to get one for browsing around the house and it works great for him.
One thing I can say though is that small form factor laptops will not come with optical drives. They just don't have the room for it. You're likely going to need to go with an external if that's a factor.

Just talked to my cousin. This thing runs minecraft windows 10 edition pretty okayish
The price point leaves this gap to be filled by either a 2 in 1 or a small form laptop . In 2 in 1s I'd suggest the RCA cambio as it has decent build quality and speed for being only 100 dollars.RCA cambio on the other hand with a small laptop I'd go for something like the hp stream which goes for exactly 200 dollars. [HP stream](HP Stream 11-r010nr 11.6-Inch Notebook (Intel Celeron Processor, 2GB RAM, 32 GB Hard Drive, Windows 10 Home 64- Bit), Cobalt Blue https://www.amazon.com/dp/B015CQ8SGE/ref=cm_sw_r_cp_api_I1Oqxb36J8ZQX)
In that case I'm not as sure. I've heard good things about the HP Stream. Right now it's on sale.

Consider what is essentially a windows chromebook. Super cheap, great battery life, fast SSD, ultraportable.

My $200 HP Craptop had an HDMI port, too.
