If it is an apartment, then you likely don't need an ecobee3. You could get the cheaper ecobee Smart Si. It does everything you want - "Set Away", "IFTTT channel", "Usage report". It is also a WiFi thermostat that you can control using an app or via the web.
One thing that you should consider is whether your thermostat is powered by a "C" wire or uses batteries. If there is no "C" available, then the simplest choice would be the Emerson Sensi thermostat. It would also be the cheapest option.

Ecobee is definitely the way to go. It's the most expandable and configurable, without being overly complicated if you don't want it to be. If $250 is too rich for your blood, the old smartSI is on sale for $140. You don't get the touchscreen or remote temp/occupancy sensors, but it's otherwise feature-comparable to the 3.
Check Ecobee. I chose this model. I saved money and love it.
