Closed loop 2080ti cards exist, you haven't linked me to any of them.

You may have meant open loop. As in a custom open loop you assemble yourself. For that, just buy a Founder's Edition card, from EVGA. They have the best customer service, and honor their warranty even after you disassemble your $1200 piece of hardware... which you will have to do. You also need to buy a waterblock like this. You also need a pump, radiator(s), reservoir, tubing, and a CPU waterblock as well as coolant. GL, HF.

You can also buy 2080ti cards with the waterblock pre-installed and that's an excellent option too, assuming price isn't an issue but who am I kidding we're already buying a 2080ti. Whatever. Same deal as before, you need pump+rad+tubing+res+cpu waterblock etc.

For a closed loop card, there's a number of them and they're awesome. This is my favorite but pick your poison, here the radiator and pump are preinstalled.

Yeah don't waste your money on a closed loop cooler with that budget dude. You have more than enough money in the budget to get a badass computer and a liquid cooling setup that encompasses a GPU and the CPU.

You can build the baddest ass custom liquid cooling loop for the remaining $600 in your budget (keep in mind the $150 GPU block is already included, so this is $600 for radiator, fans, pump, res, tubes, coolant, and connections). And believe me, if you can put this computer together on your own, you'll absolutely be able to build a custom liquid cooling loop on your own, and it'll far outperform the build you made.

I also swapped the SSD out because you actually won't notice a difference between PCIe/NVMe and SATA III SSDs 99.9% of the time, and in this case you get 2x the storage for less money.

The specs say I can fit a fan 2 radiator on top of the case. But I'm willing to get a bigger case if absolutely necessary
