You did not really specify what you want for the second PC, and only implicitly that you want two at all. I assume it will be a cpu focused rendering machine:

I have no experience with capture cards, but from what I understand you should add something like https://www.amazon.de/Elgato-Game-Capture-Latency-Technologie-Hardware-Encoding/dp/B015E3OT54. Maybe someone else will chime in here.
For the displays:
> My pricing roughly has come out around £6k but that only includes 1 27" 240+mhz monitor
Get that one for the first build, like https://www.productchart.com/monitors/16909. For the second one a regular 1080p display should be fine.
I haven't recorded any videos or streamed on youtube but I have been streaming on twitch this year. I only really stream Nintendo switch gameplay. All I needed (I already had a good pc and 2 monitors) to buy for the set up;
•Elgato game capture hd60 pro which I needed to link my switch up to the pc.
•logitech c920 hd webcam but webcams aren't always needed for streaming - loads of cool streamers who don't do webcam and still do well with my personal fav being dreamie pop on twitch
•blue yeti microphone
That was enough for me to get started and although it can be quite intimidating and weird at the start, keep going. Especially with games like stardew because there's such a sweet stardew community on twitch. I would recommend hanging out in some of these streams when you can, get a feel for the way things work and make some friends!
what's the best subreddit to enquire about how to get into streaming?
i want to get a capture card for my console and for my PC. i like the idea of a PCIe card but it would obviously make things difficult for the console card.
has anyone faced this dilemma and come up with a practical solution?

Will this elgato work with my system build? http://www.amazon.co.uk/Elgato-superior-technology-hardware-encoding/dp/B015E3OT54/ref=sr_1_3?ie=UTF8&qid=1457095459&sr=8-3&keywords=elgato
For a PC - you want something with a strong CPU, moderately ok GPU (we have a 970 in ours and that works fine). More importantly, you will need a capture card to capture the PS4's video. If you don't want to suffer any video / audio delay, you'll need either an internal card or an external with 3.0 USB. Decent cards with those specifications generally start at $200. Maybe $150 on sale.
From my experience, most people who with internal use the Elgato HD 60 Pro. For external, the Elgato HD60 S. They are simple to use without much setup.
I've only bought the case, but this is what I was thinking: Elgato Game Capture HD60 Pro:
https://www.amazon.co.uk/Elgato-superior-technology-hardware-encoding/dp/B015E3OT54/ref=sr_1_1?ie=UTF8&qid=1494686732&sr=8-1-spons&keywords=Elgato+Game+Capture+HD60+Pro&psc=1
This is not true. If he invests in a Capture card which supports compression and realtime encoding. Like this https://www.amazon.com/Elgato-Game-Capture-HD60-Pro/dp/B015E3OT54/
But keep in mind that your mainboard needs to support the throughput.
Everything from hdmi to twitch is done on the card, almost no cpu power required. You still need to mix in your webcam thou.
If you want to do that with hardware you would need one of these: https://www.amazon.com/dp/B079Y77R71/
and some hdmi splitters. A hdmi cam etc.
