Well said. I went from heavily into Guilty Gear, to Tekken, to MK9, to MKX and now into Killer Instinct. There is a learning curve for each game as they're of course different, but if you know the fundies you'll find yourself picking up each new game multitudes quicker. Executions, footsies/ground and defense.
I highly recommend reading through gooteck's Fighting Game Fundamentals. Granted a lot of it is based in SF, pretty much anything learned from that book can be applied in any fighter.

This here is free at the moment. It's a good compilation of all the basic stuff you need to know. If it wasn't free right now I wouldn't necessarily link to it as you can get all the info written down in it from free sources as well, but since it doesn't cost you anything atm. why not secure this book as well?
Gootecks has got you covered.
He wrote this book for new and intermediate people to learn how to fundamentally play fighting games (as they have a bad habit of not telling you themselves)
You can also kick back and watch this. It will set you on the right path.
The March update that should arrive in a week or so comes with a more fully fleshed out tutorial, so that might help you out too.
One other resource that you might not find mentioned a lot. Gootecks, one of the more well known players and a community leader for street fighter, founder of Cross Counter TV, actually wrote a book about getting into SFV. I was lucky enough to get it when he had it up for free on launch day, but even now it's only $5 or free to borrow with kindle unlimited. It teaches you some important fundamentals, the differences between USF4 and SF5, and even how to read frame data to construct your own blockstrings, frame traps, and combos. If book learning is your thing, check it out.

There a tons of different guides and communities online that are willing to help you learn. Like, this sub. You can also check out sites like [shoryuken] (https://www.shoryuken.com) or [eventhubs] (https://www.eventhubs.com) for more character specific guides.
There's also [books] (https://www.amazon.com/dp/B01BVJ1U3Y/ref=cm_sw_r_other_awd_m4G-wbNQSVDEQ) written by Gootecks who also runs a YouTube channel called [CrossCounterTV] (https://www.youtube.com/playlist?list=PL13KoUNKKsK2HQ_nWMR9wUqtwrA8k317I) with tons of good info for beginners.
Not only that, but the channel also has a lot of extras you can get into to start familiarizing yourself with the community.
Just keep playing and watch some high level play to try and break down what the pros are doing and start developing your own game plan and style.
There's not really a single answer to it, but that's not exactly a bad thing. And I don't mean use all the resources you have, but rather, that you have the opportunity to learn Street fighter like you would anything else whether it be by books, online articles, watching examples, or even one on one learning.
1: get 30 days free trial kindle on amazon
2: get this book for free

3: read it
Ok, if this is a long the lines of what you were looking for Gootecks also has an ebook Kindle version still looks to be free, its mostly based around sf5. And so does Daigo I personally havent read either of these but might be up your alley as a look a the theory behind fighting games (admittedly skewed towards street fighter)
mostly universal. He has a fighting game book that i read quite a bit and its good for learning a deep understanding of the game. Going to lazy link a few of these so i apologize in advance.
Beyond Technical is an awesome dude too. Hope this helps my friend!
Also this for Deciphering those moonrune combos you see like 2p > 5hp > 214k

Also, i know its not Streetfighter, but pick up and play through Skullgirls tutorial. That game helped me progress in every fighting game i have played since. Seriously one of, if not the best tutorials ive ever seen. It not only covers character specific movesets but actually teaches you hard basics while not being boring af.
It sounds like you're uncertain about the fundamentals. The basis you need to understand why you lose, and how to go about improving.
Check out Gootecks' video series, The Fighting Game Primer (free), and/or maybe Gootecks' Fighting Game Fundamentals ($5, but more SFV oriented).
Laura is a tough character, just because your character is a 'rushdown' style character doesn't mean you can just run at your opponent and win. Learning how to do the mix-ups, and other rush-down esque tech will not be enough to win. You need have very good neutral in order to get in and begin your 'rushdown', that means having the a lot of patience, strong defense, and being able to identify and capitalize on holes in your opponent's defense.
Queueing up match after match and not actively reviewing your own matches is an extremely slow way to improve. You have to identify what's wrong with how you're playing, and having the knowledge from the resources above will help you do this.
There are actually two books that have been created if you want to take a look at them.
Here is a free one(have to sign up to get it): http://shoryuken.us11.list-manage1.com/subscribe?u=f101cf4741e48cbeeaf0774cb&id=061980e02a
Here is the other but it's $5 dollars: https://www.amazon.com/dp/B01BVJ1U3Y/ref=as_li_ss_tl?ie=UTF8&linkCode=sl1&tag=fighgameonl07-20&linkId=d993cdcd9a65082879ef626deb39c986
You can also check out cross counter's youtube channel they've kind of been the main content creators outside of drunkardshade that are trying to teach folks how to play.
Been working on something myself but it's not easy to compile all these examples and make sure not to leave any important details out of it.
