u/notetoself066 - with a $2000 budget for a 10-bit camera, I'd recommend a $1285 used Fuji X-T3 with a 90 day warranty. That would leave you enough for a $399 (on sale) Fuji 27mm f/2.8 and a $269 Feiyutech G6 Plus gimbal [Referral Links].
Here are a couple of examples shot with this setup:
And here is the more general image quality the X-T3 can produce:
Here is the Fujifilm X-T3 pool on Flickr.
This camera isn't perfect. It doesn't have the GH5's unlimited continuous recording time, internal stabilization or flip forward LCD. Plus, it records 10-bit 4:2:0 internally and 4:2:2 externally (while the GH5 records 10-bit 4:2:2 internally)
That said, the X-T3 has a built-in LOG profile with the great Eterna LUT (you have to pay extra for the GH5's V-LOG Lite) and the Fuji has a larger sensor - so it is better in low light and will give you shallower depth of field at equivalent focal lengths.
And, if photos are important to your friend, the Fuji is a much better still camera.
In my view, the X-T3 is the best still video hybrid camera you can buy in this price class.

You can look at the historical deals and get a sense of the timeline. Might not see much a deal on X-E3 since it is still a newly release model.
27mm isn't $200 because it is their premium XF line. Only time you'll see it at that price is the XC line.
If you wait it might be on sale again, but unlikely. I got it for $250 on amazon like 2 years ago.

If you look at historical prices it was lowest in 2014 @ $200. Back then Fujifilm was doing a lot of deep discounts sales, but then the frequency of sales slowed as well as discount amount. In 2016, fuji actually announced price increases due to market rates etc. https://www.fujirumors.com/fujifilm-price-increase-coming-september-2016/
You won't see good used prices until a new model is release like X-E4
I'd say just buy the X-E3, have fun with it, and do price match or protection with your credit card company (however, I think many are removing that feature too)
Sorry, it's a 27mm f2.8 after all:

You also have an 18mm F2.0, and a 23mm f1.4. They say the 23mm is a 35 equivalent. So I guess that's the lens you should aim for. What's odd is that I thought that the X-Trans sensor was APS-C. If it were, 28mm would be the 35mm equivalent.
