You can exceed the performance of a console for about the same price.
Fx 6300, https://www.amazon.com/dp/B00CX4MUCC/ref=cm_sw_r_sms_apa_HK,
500 watt power supply is $40, 8 Gb 1866 Ram $25 for one stick, buy your own second stick. $40 WD Blue 1TB HD. GTX 1060 or RX 470-480, cases can be as low as $35. https://www.amazon.com/dp/B012AQIQ48/ref=cm_sw_r_cp_apa_CNdYxbP0NEJTW cheap keyboard and mouse. You're done for $500. Want more than that you should work for it. Also remember while you've done very good for yourself you haven't actually earned anything. You've only prepared yourself. Also windows 10 will operate without a key.

Edit: You're probably suffering from the same problem I had 6 years ago when I built my computer I spent a lot of money on it, way too much in fact. Now I still have the same cpu and motherboard and they are working fantastically, but I have no USB or SATA 3, and for the money I spent I could have bought a middle of the road system with the same GPU I bought back then twice, or bought a bigger GPU then and upgraded the motherboard to AM3+ when it came out and upgraded the Cpu 2 years after that, would have a much more capable system now and still save on the total Investment cost. Right now I'm just riding this aging system out until it dies or AM4 comes out and am going to spend drastically less on the motherboard and Cpu than I did before. Also that motherboard I linked is pretty fantastic for its price. I'm gonna buy one for my roommate.

You're looking for an AM3+ motherboard. Like this.

Would you mind confirming that it would fit and work, this is my case https://www.amazon.co.uk/dp/B009PV07TO/ref=cm_sw_r_cp_awdb_t1_jByaCbRY0S0QJ

Well, if you're upgrading on a budget, I'd personally get an i3 6100, but if you're set on AM3, I'd suggest Gigabyte or MSI. I've never owned an AM3 board, but I've owned an MSI and Gigabyte FM2 and they both are great. Maybe have a look at this one?

I'm installing Ubuntu server. The only error given is the screen warning of a bad mirror. But I suspect this to be a little deeper than a bad mirror because the boot drops to initramfs after the hard drive has been wiped and installed correctly.

The specs are

It would be great though if you could invest a bit more.

I picked the FX-6300 over an i3 because of your multitasking requirement, 6 cores help more there than 2. But normally you would want an i5 (+80€). Also, to get a nice boost in newer games a GTX 960 would be better (+50€).

I already bought the cpu. Thanks for the tip, pcpart pickerr didn't tell me my cpu wasn't compatible with the mobo. Can I run one by you? http://www.amazon.com/Gigabyte-SATA-6Gbps-Motherboards-GA-970A-DS3P/dp/B00CX4MUCC/ref=sr_1_6?ie=UTF8&qid=1418948603&sr=8-6&keywords=am3

If you plan on OC'ing, i won't really suggest going with a mATX.

there is the M5a97! £61.90

the 970AGIgabyte! £56.17

i will be getting one of those for my 8320.

I built mine at the end of January:
CPU: AMD FX 6350
MB: Gigabyte 970A https://www.amazon.com/gp/product/B00CX4MUCC/ref=oh_aui_detailpage_o00_s00?ie=UTF8&psc=1
GPU: XFX R9 380X DD XXX OC 990MHZ 4GB DDR5 DP HDMI 2XDVI Graphics Cards, R9-380X-F24M
Wifi: TP-Link Wireless N300 PCI Express Adapter, 2.4GHz 300Mbps
RAM: 16G now, started with 8G. Ballistix Sport XT 8GB Kit 4GBx2 DDR3 1600 MT/s PC3-12800
PSU: CORSAIR CXM series CX750M 750W 80 PLUS BRONZE
Case: Raidmax Vortex V4 ATX-404WU No Power Supply ATX Mid Tower (Black)
Had an HP w1907 Monitor that died today. was maxed at 1920 by whatever. Upgraded to an ACER S271HL 27" monitor and maxed at 1080p. This thing is HUGE.
I should have bought this or similar as part of my build then but I'm on a limited income. I already had the older monitor, a Seagate 7200 2TB HD, and peripherals.

I am planning to build my first pc as a Plex server on a budget. It seams to be CPU heavy So I went for a AMD FX-8320E that I got for $76 (7477 PassMarks or 3 HD streams). I also plan on putting a cheap graphics card in, so that 4k (only at 24hz) is playable. Below are the links that I am currently planing on buying for the rest of the computer, should there be any problems or suggestions I would appreciate the help.

EVGA 430 W1, 80+ WHITE 430W
$35

Kingspec 2.5" SATAIII 64GB SSD $28

MSI Graphics Card R7 240 2GD5 $56

Kingston HyperX FURY 4GB 1600MHz DDR3 x2 42$

AMD FX-8320E 78$

I already have a 5 tb hardrive , so the total would be about $320

Can you get a closer picture of the USB block at the very bottom of the main board? I'm suspecting since the discharge occurred while plugging in a USB device, and it ceased to boot afterwards, the damage is likely anywhere between that block and ground through the PSU. (southbridge, etc).

While there's likely no visible damage when it comes to static discharge, if the PC is not booting even after unplugging that USB block, it's safe to say something on the main board has been zapped. If you're low on funds, there's a slightly slower version of this board on Amazon for $66 through Prime. Amazon is generally pretty decent about returns too if it does not fix the issue: https://www.amazon.com/Gigabyte-6Gbps-Socket-Motherboards-GA-970A-DS3P/dp/B00CX4MUCC/ref=sr_1_3?ie=UTF8&qid=1484078057&sr=8-3&keywords=Gigabyte+GA-970A-UD3P
