My friend is building a PC soon. He wants a 1070 but is on a budget. I've been watching prices for a couple of weeks now and as of this comment he could afford one at $380 like this gigabyte:

Is this a good/reliable card? Any idea if other 1070s will drop in price at the end of the month despite being such a new video card? And is EVGA safe to purchase? they claim to have put on thermal pads on their new shipments to retailers.

Hi HellaPizza. I'm not a buildsmith, and you should wait for one of them to come around and take a look. Just some food for thought for now:
Since you'll be streaming and currently have a processor of only modest performance, our gains in the streaming department will be limited. Based on your budget, we're looking at a tradeoff between upgrading your processor and your GPU, or just upgrading your GPU. Your experience while playing and not streaming will improve significantly more if you upgrade the GPU alone. Depending on your streaming audience, you may be able to work around the CPU demands of streaming by doing something like using the QuickSync encoder of the iGPU to handle encoding to stream, but this is lower quality than CPU encoding. YMMV.
The best possible card within your budget is a GTX 1070. However, that's not necessary for you gaming at 1080p/60Hz. If a monitor upgrade is in your future, consider going for a 1070. You're generally looking at a 30-40% increase in FPS moving up to a 1070 from a 1060. See a comparison here. I can't find any good benchmarks for PUBG, but, if you trust this guy, this video indicates you'll be satisfied with a 1060 and performance is roughly as-expected. From my browsing, it doesn't look inordinately CPU heavy, so despite our weaker CPU performance we can probably skate by (we're not doing better within your budget, so it's a moot point).
If you want to get a few years out of it, well, no one can tell the future but maybe go for that 1070 so you can stagger your next upgrade (you're getting a new CPU, MOBO, and RAM next, ~$400-~500, a couple years down the line).
I don't recommend getting an ITX sized card or a blower-style card unless you absolutely have to for design reasons. They tend to be loud and hot. I don't believe saving a bit and saddling yourself with a hairdryer represents a good value but it's my job to present you with the best reasonable options. Maybe you don't care and you'd rather save $15.
If we wanted to upgrade your CPU as well, we'd put a 4790k in your current board to improve streaming performance, you'd have $60 left, and we'd be up the creek without a paddle. So, no-go there.

A video card upgrade is all you need. If you are finding you need more ram after that then make sure you get the exaxt same speed and CAS (latency).

Fucking what? this cheaper 1070 is $509 and it ships to Australia for $11, and this 1070 is $549 and is inside of Australia, both prices are in AUD.
I get that the exchange rate isn't all that good, but jesus fuck it's NOWHERE near as bad as you're making it out to be nor is it a valid thing to complain about.
Probably this 1070. 1080 is out of range at that pricetag.
So that SSD seems a bit excessive....
You're generally better off getting a smaller SSD, like 250GB along with a larger mass storage.
Swap that 1TB SSD for this 275GB SSD and this 2TB HDD. You're gonna save almost 100$ on this and have more storage.
You can also get some cheaper RAM like This Kingston HyperX FURY, yeah it's slower at 2133 mhz, butit really doesn't matter.
Now you have about 110$ left over which you can put into a better GPU. You can get a GTX 1070 for 399$ so you'd need to get an extra 20$ on top of your current funds. The 1070 offers substantially better performance than the 1060, you're easily looking at gaining 20-30 frames on average in most games.
