On the Dell Side, most Latitude laptops in the 13-14" range come with RJ45 ports and a few USB-A ports, and are pretty portable, same with the Precision range of laptops (just avoid the 5xxx series as these are usually derived from the XPS ultrabook line and don't have many onboard ports).
If you want a cheap backup, have you seen the new (ish) - GPD MicroPC? Loads of ports (including Ethernet AND an RS232 serial port!), you can usually pick one up for less than $400 if you shop around - what does everyone make of these?

You could look at the GPD line of handhelds -- these are modern x86 boxes in a handheld form factor, so they'll be expensive, too, but can also be used in place of a modern laptop. They've also got less expensive models targeting industrial applications, which should still be good for DOSBox, and the original version of the GPD Win is also a bit less expensive than the current version.

On the cheaper side, there's the PocketCHIP, which is an ARM SBC bundled with a handheld enclosure, which should be able to run DOSBox under Linux decently enough. The manufacturer shut down, however, so these aren't likely to be available new for too much longer.
