I bought my little jumper a mini trampoline that had a handlebar and let him jump to his heart's content. It wasn't noise free but it was noise predictable. It was kind of like this: http://www.amazon.com/dp/B00KVPBSPK?psc=1

If you can make room, my daughter has a kids trampoline - it is perfect for getting out extra wiggles.


Also, never under-estimate crafts. Kids love to work with their hands and it is good for their development. If they were in daycare craft/paper play would be a daily activity soon.
