best one i could get for a good price and it works great.
I bought a hdmi cable for the ps2 that dident upscale that left the picture 4:3 found out i couldent play my ps1 games with it, then I bought the pond cable it forces a 16:9 aspect ratio thats not great, then i found out there's a hdmi cable now that has a switch to change the aspect ratio so the image isent stretched on non widescreen games like all ps1 and most ps2 games are.

Sounds like your TV is using the fastest type of deinterlacing for a 480i signal possible, which is called bob-deinterlacing.
bob is good in terms of input lag, but bad in terms of picture quality.
Options to mitigate this issue: get a CRT TV, get a good external upscaler that's built for this purpose. Or mod the PS2 and force 480p or even higher 1080i, which would have so little shake that it would be barely noticeable.

It will take the best possible quality RGB SCART signal from the PS2, then convert it to a HDMI signal. They do the deinterlacing themselves, and the picture shouldn't be bobbing.
It will be a massive picture quality bump over the standard RCA cables too.

Even new model TVs these days typically have at least one set of composite and/or component inputs; If not the actual RCA plugs on the TV itself, they usually connect via a breakout adapter that they include with the TV.
