You need to see an audiologist as soon as possible. Tinnitus and being unable to hear headphones unless they're at max is not normal and definitely not healthy. Continuing like this could damage your hearing permanently.

I was on drumline in high school and have been drumming for years. I always use a pair of flanged ear plugs, like Hearos or ER20s. Drumming puts out serious SPLs and will mess up your ears majorly....protect your hearing, man. If you need cheap ones, even plugs like this will do a lot: https://www.amazon.com/dp/B001EPQ842

Amazon has some -- these are pretty good, and I'm using these right now. If you want something locally, I know Guitar Center has some. Other guitar shops probably will also.

Picked a pair up from a local Guitar Center. I wore them to an alter. rock concert and they worked wonders. Didn't muffle the sound, I was able to hear everything clearly but at a level that didn't destroy my ears. I highly suggest them. At 5 bucks too, can't beat it.

I find the foam ones muffle the high end too much for me, and I don’t want to drop a lot of money on “nice” earplugs that I’ll inevitably lose, but I always found that the black hearos with blue inserts hits the sweet spot of reasonably flat frequency response and price ($5ish a pair?)

Before I got custom earplugs, I swore by these for “not TOO bad” concert levels. But I also used them for day-to-day life:
