I was going to ask -40F or -40C, but it turns out they're actually the same temp.
To get into that range, you're looking at a camera with dry capacitors (wet caps burst) and a mechanical grease for PTZ / lens that's rated for that temp.
I've had a few Hikvision and Lorex cameras survive the winter in Wyoming, and the lowest recorded temp they saw was about -20F. One camera got frozen over and survived without incident.
For temperatures that low, you're looking at either a heater and blower enclosure or a camera with very aggressive thermal controls. The spec sheet for the Lorex cameras I used is here - note that it's good down to -20C or -4F. There's always some buffer built in, of course, but I wouldn't trust anything unless I both a) had a spec sheet in hand and b) the spec was good to at least 0F.
In any case, both the Lorex and the Hikvision varifocal bullets are good to at least 20 below. Beyond that I'm afraid I can't help.
