Yes. Certain people have a base set for them that could make them funny, enthusiastic, or anything really. It's like when someone is a "born salesman", they are just more business minded because at the beginning they were already. I realized this when I went through all of high school as the class clown and when recently I started improv classes. The instructors at the comedy club's classes even say "We can't make you funny, but we'll show you how to do improv and crack jokes, but to make you funny, nah we can't do that."
I don't want to make it sound as if it's hopeless :/
All I'm saying is that you got have a base for any skill. That's why there's phrases like "natural born leaders", "gifted", "born salesman", etc.
